CHAI has been working in India since 2004 in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States- levels on an array of high priority initiatives aimed at improving health outcomes. Currently CHAI works across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis-C, tuberculosis, cancer and immunisation. Additionally, CHAI is also supporting the government of Madhya Pradesh (MP) on large-scale programs to arrest childhood and maternal mortality due to malnutrition, anaemia, diarrhoea and pneumonia, and helping increase access to quality Family Planning services.

CHAI has been providing analytical support to NACO (National AIDS Control Organization), in a number of areas ranging from improvement in the HIV testing and treatment efficiency, capacity and capability across the country. In the recent past, CHAI has also worked with NACO to understand the type and quality of data captured by different systems across the key divisions of NACO. The organisation plans to utilize its experiential learning in order to support NACO in the further refinement of its existing ICT-based M&E (Monitoring & Evaluation) systems.

We are seeking highly motivated individual with outstanding credentials, analytical ability, and communication skills to support its HIV program. The Data Scientist will work on designing the strategy for and building & rolling out predictive and machine learning models in response to critical public healthcare challenges. The candidate must be able to function independently and flexibly and have a strong commitment to excellence. Responsibilities

- Support the HIV team in validation, refinement, piloting and deployment of predictive model built to increase patient retention at facility

- Support analysis of the National HIV Program's retrospective and current data to identify patient behavior patterns allowing for actionable interventions

- Assess existing data systems at NACO, and among other public health programs, to identify opportunities for leveraging causal and predictive analytics

- Design, develop, evaluate and deploy innovative and highly scalable models for predictive learning across public health service delivery functions such as prevention, diagnosis, treatment and inventory optimization

- Use machine learning and analytical techniques to create actionable insights for national, state and facility level staff

- Establish scalable, efficient, automated processes for large scale data analyses, model development, model validation and model implementation

- Support discussions with different stakeholders at NACO (at national, state and facility levels), development partners, implementation partners regarding evidence-driven interventions

- Develop strong working relationships with key stakeholders in government, international partners, donors and NGOs, and ensure maximum coordination of resources and effort

- Any other duties, as requested

Qualifications

- 4+ years of hands-on experience in applied Machine Learning and Big data

- An MS or Ph.D. in Computer Science or Machine learning or Statistics or in a highly quantitative field

- Knowledge of big data/ advanced analytics concepts and algorithms text mining, social listening, recommender systems, predictive modeling, etc.

- Good knowledge of scientific programming in scripting languages like R/Python/Matlab

- Excellent analytical (qualitative and quantitative) skills, communication (written and verbal) skills and Strong problem-solving ability

- Entrepreneurial mindset, including the ability to work independently, self-motivated, and propose and implement new initiatives

- Proven track record of working in challenging multi-stakeholder environments & the ability to build relationships with a range of stakeholders and drive immediate results

Preferred Qualifications:

- Data Science experience in a public-sector context

- Experience with distributed algorithms

- Experience with Hadoop, Hive, Pig, Spark

- Experience with Oracle in a Linux or UNIX environment

- Experience using Java or C++/C

- High level of proficiency in Microsoft Office, particularly Excel, PowerPoint and Word

- Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure, multicultural environment

- Fluency in English and Hindi
