Founded in 2002, by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, Malaria and other illnesses. CHAI has employed a unique solution-oriented approach that focuses on helping national governments build the capacity required for high-quality care and treatment programs, in addition to improving market dynamics for medicines and diagnostics, lowering prices for treatment and accelerating access to life-saving technologies at the national level.  In India since 2004, CHAI has worked on various initiatives with the National AIDS Control Organization (NACO) and has served over 350,000 people in the country, including children, mothers and caregivers. We are also currently engaged with the state governments of Madhya Pradesh, Uttar Pradesh and Gujarat in implementing an ambitious campaign around Essential Medicines to arrest diarrhoea and pneumonia mortality in these states. CHAI has recently started a new Vaccines program to support the Ministry of Health & Family Welfare to strengthen the immunization cold chain and supply chain systems in the country, in addition to carrying out focused strategic interventions in MP, UP & Bihar to improve availability and quality of vaccines.  Nutrition Initiative:  CHAI is building on its work on HIV, malaria and diarrhoea treatment to support the development and execution of ambitious new efforts to reduce chronic malnutrition in India. CHAI will have a particular focus on a) reducing the burden of anaemia for adolescent girls and pregnant women by strengthening IFA distribution programs, b) In addition, CHAI will provide comprehensive support to improve the quality and access of the ICDS complementary foods by reformulation the food recipe and by instituting efficient supply chain and beneficiary tracking systems and c) Finally, CHAI will strategically leverage the exiting community engagement (including the AWWs) and local governance platforms in the state to improve the uptake of ICDS services including IFA and complementary foods and to drive improved water, sanitation and hygiene practices across the state. CHAI is supporting the implementation of its strategy in the highest-burden states, beginning with Madhya Pradesh. Madhya Pradesh will be one of the first states to launch this effort on reducing chronic malnutrition, and it will serve to inform and catalyse scale-up in other high-burden states. The program in Madhya Pradesh will be distinct from previous and current efforts in terms of its scale, scope and level of innovation.  Full state roll-out: Madhya Pradesh will demonstrate a comprehensive push across an entire, and large, Indian state. Demonstrating success in this state will be the key to subsequent national scale-up.  Strengthening ICDS management systems: As part of this effort in MP, CHAI intends to introduce robust systems and processes at every level of the ICDS administrative structure that will help streamline key management issues such as supply chain inconsistencies and monitoring and reporting gaps.   Key innovations: The program in Madhya Pradesh has an opportunity to innovate in a range of areas that can inform roll-out in other states and nationally. The program envisages funding to support the development of an IT enabled supply chain and monitoring systems and other easy to use capacity building tools for frontline workers.  Position   As part of this initiative CHAI would conduct a supply chain assessment of the Integrated Child Development Scheme to identify operational challenges and gaps. Based on the findings of this assessment CHAI in consultation with the government would develop technology-enabled tools to bridge the found gaps. In addition, CHAI would also support the on-the-job training of ICDS functionaries to ensure seamless application of these newly designed tools. Associate-Supply Chain will be responsible for leading and managing these assessment and operational elements and provide thought leadership in designing appropriate supply chain solutions.  CHAI is seeking a highly qualified and motivated individual with strong analytical and quantitative skills and an exemplary record of leadership and management. We place great value on relevant personal qualities: resourcefulness, responsibility, tenacity, energy, and work ethic.  Responsibilities:  Conceptualize, plan and coordinate strategic initiatives with key stakeholders for strengthening supply chain processes at ICDS  Manage an ambitious work plan, which includes both short and long-term activities, and which requires effective coordination among partners and CHAI teams.  Lead a small team to achieve the objectives in the work plan, ensuring effective cooperation and maximizing team members- contributions to the goals.  Conceptualize, design and align supply chain processes and systems following industry best practices with the state Ministry of Health, Ministry of Women and Child Development as well as other development partners.  Plan, manage and organise a substantial workload comprised of addressing complex supply chain challenges while achieving overall program objectives  Take lead on evaluation and evidence generation of the supply chain solution  Planning and delivering workshops for different user-groups across the state  Identify partner organizations active in strengthening ICDS supply chain systems and leverage existing solutions that can be scaled-up.  Provide technical leadership in the design of supply chain tools and reporting framework.  Synthesize and communicate main findings and conclusions through technical working groups and other meetings in a way that these serve as helpful input for the Ministry of Women and Child Development and other stakeholders.   Other responsibilites as needed  Qualifications:  Master's Degree (preferably in Operations Research, Supply Chain, Business Management), candidates without masters degree will be considered only on exceptional basis; or Bachelors degree with equivalent experience  5 - 9 years of work experience, with at least 3 years in operations/supply chain management - either through education or work experience  Project management experience, including experience leading diverse teams, managing budgets, engaging in capacity building, and effective work planning;  Proven ability to operate independently, multitasking, setting and achieving ambitious targets with limited guidance, and able to demonstrate creative thinking about major challenges faced in public health supply chains;  Field implementation experience of at least two end to end projects, preferably in supply chain  Good written and verbal communication skills, including the ability to prepare and deliver compelling presentations  Ability to think strategically, handle ambiguity and work in a fast-paced, limited-structure, multicultural environment  Detail-oriented with strong organization skills  Willingness to travel extensively and to remote places  High level of proficiency in Microsoft Excel, PowerPoint and Word
