Description Position Purpose and Summary: Cargill has established a Controls COE within the Controllers Organization. This Controls COE has developed a financial controls framework for high risk financial controls that reduce the risk of financial misstatement in Cargill's consolidated financial statements. Control owners and operators in the embedded A&amp;F and CBS Finance organizations will be responsible for executing the controls. Cargill needs to ensure that the controls that are deployed within the CBS centers are operationalized with urgency and with a high degree of quality. The Controls COE will focus on the design of the controls, training, rolling out the GRC tool, creating the self-assessment. CBS Finance will focus on embedding, deploying the controls in the 6 centers and performing the self-assessment along with 1st level of internal monitoring of controls. CBS Controls Tower will be responsible to help deployment the control framework designed by the Controls COE team and then perform independent monitoring of the control framework embed by CBS Finance. The Control Framework Regional Lead will be responsible to ensure deployment of the control framework with the team for a region. Also responsible for all other activities that are performed by the Controls Team at the CBS centers. The Regional Lead will have to 1. Be a custodian for the internal audit issues resolution process. 2. Design methodologies and execute the testing of the control framework. 3. Design processes to ensure the self-assessment process is effective. 4. Design training programs and awareness campaigns on the importance of controls and its execution. 5. Design process of monitoring the outcome of testing the control framework - consolidation of results, evaluation of the control environment and arriving at the reportable control failures. All the above activities would done with a team for a particular region. Overall the Control Framework Regional Lead will be responsible to provide an assurance on the control environment through the control framework Principal Accountabilities: 40% Monitoring the control framework Independent Monitoring of control framework - Set up a process to develop the control test procedures (audit program for testing of controls) - Review control test procedures drafted by the team and ensure they are effective to test mitigation to risk - Quality review control tests by the team members to ensure that the control tests are performed with reperformance standards and are effective in checking the operating effectiveness of the controls - Review and guide the team to design sampling methodologies based on the data available - Responsible to ensure that all control issues have remediation plans and are also followed up for closure by the team. Self-Assessment in GRC - Conduct the quarterly self-assessment for the region and ensure timely completion - Campaign and train control owners for completion of the self-assessment - Responsible to ensure certification in GRC Archer as Controls Risk Lead are performed on time by the team. Evaluate with the team that the certification - Support control owners to assess control failures and help document the action plans 30% Team Management &amp; Stakeholder Management - As an expert in Controls Domain ensure quality of controls monitoring and deployment - Is the single touch point of contact and escalation for all activities of CBS Control Framework Specialists - Manage work allocation within team. 20% Deploying matrices, policies and procedures - Monitor and groom team members during deploying Control framework. - Deploy and train CBS Finance operations teams on new policies and procedures provided by the control teams - Guidance and mentoring the team to ensure that risks and controls are identified during the deployment of the control framework. 10% Corporate Audit Process - Design and implement the process of internal audit issues tracking, reporting and follow up for the region. - Oversight of the audit issues resolution and to ensure that we have escalations at the right time if the issues are not getting resolved. - Quality review of the audit issues that are reported as resolved to ensure a sustainability. Qualifications Minimum Required Qualifications -&nbsp; - Chartered Accountant 7-12 years of experience (post qualification) in audits and internal controls and COSO. Experience identifying internal control gaps and inefficiencies and documenting internal control design - Proven ability to assess risks and controls and identify opportunities for improvement - Experience in implementing the process for designing control tests and performance of control tests - Experience is management of the internal audit issues and its resolution. - Demonstrated ability to make sound decisions and take initiative - Strong independent problem solving and analytical skills - Proven ability to manage multiple priorities and projects - Strong interpersonal, written and verbal communication skills - Ability to interact with and influence multiple levels of an organization Preferred Qualifications - Experience in working with testing/evaluating financial control framework (SOX) environment. - Successful deployment and management of SOX controls in a public company. - Prior Big 4 or similar experience in audit or consulting. - Experience of working in shared service operations. - Experience in managing stakeholders at a global level. - Possess appropriate knowledge and technical proficiency in financial and accounting areas together with having good systems understanding - Experience working across countries and cultures. - Working Knowledge of ERP (JDE/SAP) - End to end process knowledge on RTR, PRTP, OTSC and others.
