Overall Job Purpose :

- To reinforce Regulatory Change Oversight's role as a - centre of excellence- and ensure it meets the key objective to provide a high-level governance and control framework around global horizon scanning for news of relevant regulatory developments (relating to conduct and reputational events) arising from the various external bodies that regulate/supervise Barclays around the world.

Specifically the role-holder is required to work collaboratively with a diverse and global team to ensure that RCO continues to :

- Scan over supervising regulators in APAC to ensure early identification of regulatory events (eg rules changes and consultations) is captured, assessed and rated for relevance to Barclays;

- Maintain an effective electronic global database to ensure that details of the regulatory events affecting Barclays are being effectively tracked (with internal owners identified);

- Provide periodic alerts and publications to key internal stakeholders to ensure awareness of regulatory events and required actions;

- Prepare presentation decks (bi-weekly and monthly) where regulatory changes and consultation papers impacting Barclays are discussed with internal stakeholders;

- Track and coordinate Barclays- response to key consultations;

- Provide senior management with insightful MI (and face to face briefings, presentations) on the status of regulatory developments and applicability to related change programmes; and

- Support and enhance the Conduct Risk culture across Barclays and ensure adherence to the bank's Values and Behaviours.

Key Accountabilities :

Service Delivery (60%) :

- Support the effectiveness of RCO's key operational processes (eg updating the RCO regulatory tracker database) and understand accountability for key elements such as MI reporting quality; process improvement; issues escalation and record keeping.

- Ensure that cost efficiencies are delivered wherever possible and all RCO expenditure maintained in line with budgetary disciplines.

- Secretariat for forums and committees chaired by RCO.

- Ensure team's outputs for RCO (eg alerts, updates, publications, presentations, MI) are appropriate for the intended audience, accurate and consistently delivered in a timely manner and to a high standard.

Develop and Maintain a Network of Internal and External Relationships (25%):

- Maintain excellent working relationships with key stakeholders (internal and external) ensuring a full audit trail of communications and ensuring that all commitments are followed up and closed off in a timely and accurate manner.

Regulatory Risk (15%) :

- Support and promote the effective operational management of RCO's governance framework.

- Where RCO is present at external committees or meetings, ensure that accurate records/meeting papers etc are obtained and filed.

- Ensure that all issues and concerns are managed (and appropriately escalated to line management) promptly and effectively.

Person Specification :

Skills :

- Strong eye for detail and attention to sub-text and wider implications (eg cross-border, sector issues, emerging risks)

- Excellent written/oral communication skills including:

- Written communication - able to draft board level minutes, prepare MI specifications and reports (tailored for the audience)

- Verbal communication - able to engage articulately, accurately and concisely

- Presentation and public speaking - have the confidence and ability to make presentations and conduct trainings

- Exceptional analytical skills in order to disseminate complex information and then identify and prioritise the relevance/applicability of regulatory change affecting Barclays.

- Project Management experience and able to critically assess progress of various regulatory change programmes. Able to work independently.

- Ability to adapt within a changing environment and work effectively with multiple stakeholders from various backgrounds.

- Ability to drive, manage and own personal development, goals and objectives to meet personal and corporate goals.

- Strong Influencing skills - across all levels of Barclays.

- Exceptional organisational skills and ability to multi-task effectively

Knowledge and Expertise :

- Strong understanding of the laws and regulations affecting the investment/corporate/private banking and retail banking sectors in APAC.

- Past experience in the Compliance or Legal department in a bank or financial institution or securities regulator is essential.

- Degree from a reputable university is required, preferably Bachelor of Laws or Juris Doctor

- Fluent in English as a native language. Fluency in Mandarin, Korean or Japanese (verbal and written) is a plus.

- PC literacy with appropriate knowledge in the following systems is essential.
