General Manager - Investment Promotion and Project Facilitation; Andhra Pradesh Economic Development Board

Role Summary: Lead investment promotion end to end for a sector (pharma/textiles/electronics/IT etc) by creating and implementing actionable investment promotion strategies and lead a team of 2/3

Sectors open in the division:

1. Electronics & IT Hardware

2. Capital Goods, Machinery, and Precision Equipment

3. Automobile, Auto Components & EV

4. Textiles, Footwear and Leather

Final sector allocation will be done based on the experience and interview

Job Description:

1. Research and Strategy:

- Combine a robust understanding of macroeconomic issues at the national level with micro level insights on the economic potential of districts and cities in Andhra Pradesh.

- Create profiles for cities, districts, sectors and the state by mapping growth paradigms and matching investment opportunities. Understand parameters like infrastructure, talent, supporting ecosystem and competitive advantages of Andhra Pradesh.

- Understand the policies, regulatory and legislative environment governing investments in the country, state and other relevant competing states.

- Study the best practices, case studies and strategies drawn from other states, countries and investment promotion bodies.

- Present an industry overview and analysis, benchmarking policy initiatives, incentives and subsidies, understand clusters, synergies and linkages, key segments and verticals including growth drivers.

- Understand the main problems and issues faced by industries in your sector.

- Draw insights and compile reports by multilateral agencies, advisories, consultancies, annual reports, reports from centre and state, corporate presentations and investor presentations for knowledge management.

- Research policies, trends, programme objectives, incentives, announcements, investments and events of and by central government, especially those pertaining to the relevant sector.

- Map and research investment and expansion plans for sectors through newspapers, magazines, journals, annual reports.

- Evaluate priority sub sectors and emerging areas for proactively targeting relevant stakeholders.

- Research and compile G.O.s relevant to sectors and projects in Andhra Pradesh.

- Develop a tangible implementation road map for the relevant sector in Andhra Pradesh enlisting the priorities of the sector and growth markets.

- Adopt a coordinated approach that aligns the development of social infrastructure with the needs of cities, districts and the state, while making better use of existing assets.

- Create regular dossiers on sectors, companies and competing states on expansion plans, growth clusters, events, investments, meetings and policy related interventions.

2. Investment Promotion:

a) Stakeholder engagement & Lead generation

- Draw a stakeholder engagement calendar for building robust and sustainable relations across the key and critical stakeholder value chain. The stakeholder engagement calendar should also indicate the timelines for meeting them with clear defined objectives.

- Assist in conducting, managing and curating events, roadshows, conferences in the state and abroad.

- Initiate sustained outreach with collaborators, influencers, investors and partners.

- Facilitate key one-one meetings with CEOs & initiate CEO round tables in select cities across India.

- Create customized pitches to investors.

- Participate in conferences, roadshows, events for building sustainable networks for generating leads. Generate speaking opportunities for relevant officials of the government of Andhra Pradesh.

- Constantly generate leads and proposals from potential investors and monitor progress for leads and proposals generated.

- Develop a planned calendar of conferences, events, roadshows, trade shows based on sector, state and country focus for engagement with relevant stakeholders.

b) Stakeholder and Investment mapping

- Map the critical stakeholder universe relevant to the sector in Andhra Pradesh (Companies in India and abroad, trade associations, industry bodies, departments in centre and state, pro-industry groups, multilateral organizations and media).

- Develop a database on suppliers, distributors and value chain that could support the investor, if any. Develop comprehensive data points on access to raw materials in Andhra Pradesh for prospective investors.

- Identify list of prospective states and countries that are relevant to the sector and state.

- Identify the AGMs of trade bodies, multilateral agencies and corporate houses.

- Identify which stakeholder is meeting Prime Minister, Chief Ministers, Secretaries of Centre and State. Be up to date with all the meetings.

- Develop access to external contacts that could support the investor, if needed (HR agencies, law firms, real estate advisors, tax planners).

c) Relationship management

- Build and sustain key client relationships and build long standing partnerships and collaborations by being a bridge between stakeholders and government.

- Develop standard guidelines for approaching investor inquiries.

- Develop a comprehensive stand operating procedure for investment promotion, facilitation and aftercare.

- Conceptualize, plan and organize stakeholder meetings, consultations and one-one meetings with relevant stakeholders of the government of Andhra Pradesh.

- Build sustainable relationships with ministers, secretaries, district collectors, zonal managers and respective line departments & their consultants for seamlessly facilitate investments into Andhra Pradesh.

3. Project Facilitation

- Assist the investor in creating Preliminary Project Reports and Detailed Project Reports and review, recommend and finalize them.

- Review proposals, financial models, project and financial structuring, and make necessary recommendations, as deem fit, to relevant departments.

- Help negotiate incentives, subsidies and concessions in close coordination with respective line departments.

- Facilitate potential investors and guide them through the process of grounding projects in Andhra Pradesh.

- Develop a list and timeline for permits, licenses, clearances required for establishing a unit in the state and country to support investors.

4. Marketing, Communication and Thought Leadership

- Map media across dailies, financial dailies, magazines and journals for intelligence relating to investments, partnerships, trade and collaborations.

- Develop, comprehend and build USPs for Andhra Pradesh and sectors and help build and share the narrative that Andhra Pradesh is an ideal investment destination.

- Be responsible for maintaining and updating critical content for the website and newsletters

- Be responsible for disseminating information through media, social media and the website.

- Communicating and positioning Andhra Pradesh and its USPs through articles, op-eds, quotes and other relevant marketing collateral.

- Create a property for the relevant sector in Andhra Pradesh by curating thought leadership.

- Disseminating information on initiatives, growth engines, activities and investment committed to diffused stakeholders across India and abroad.

- Develop, update and create marketing collateral on a consistent and systematic basis.

5. Review, Monitoring, Learning and Development

- Develop and monitor financial budgets of the investment promotion activity.

- Conduct team reviews and submit weekly reports to senior management and prepare monthly reports to all relevant stakeholders.

- Identify and draw key performance indicators to access and evaluate the achievement of strategy and programme objectives.

- Regularly hold reviews for performance against KPIs.

- Collaborate with CEOs office, respective departments and teams for seamlessly functioning and symmetric flow of information.

- Update the leads generated in tracker and monitor progress through weekly reviews and updates.

- Develop an induction toolkit for new recruits.

- Handle resource allocation and manage the utilization of a team of consultants.

- Identify training, learning and development programmes for team members and suggest avenues for capacity building.

- Create a training and development calendar for skilling and reskilling needs in collaboration with the Human Resources.

- Participate in various training and development sessions.

Essential Qualifications:

Master's Degree in International Business/Business Administration/Finance/Economics from a recognized/reputed institution in India or abroad.

Essential Experience:

8 years of strong experience in management consulting, Investment Promotion agencies, government consulting, industry associations, market research, working with multilateral and bilateral agencies.

Preferred Experience:

- 10 years of strong experience in Government Consulting/Investment Promotion Agencies/Corporate Strategy/Business Development Roles. Prior experience in an Investment Promotion Agency will be a plus

- Strong experience working with the C-Suite executives of large private sector companies

- Experience in working with Governments at the state and central level. Understanding of the policies, rules and regulations in the state and at the centre.

- Sectors Expertise in (Chemicals and Petro Chemicals/Capital Goods, Machinery, and Precision Equipment/Food Processing and Agri-Tech/Textiles, Footwear and Leather) with up to 10 years' experience in the concerned sector

- Understanding of Industries, Investments, Infrastructure, banking and finance, manufacturing etc.

- Excellent stakeholder and client management skills

- Strong management skills, particularly in planning, scheduling, and managing multiple tasks and people while working under tight deadlines

- Experience in managing large projects for governments, private sector, multilateral clients and industry associations

- Demonstrated skills in team management and mentoring

- Experience in writing technical proposals, reports, and research papers
