Job Purpose:

To support the business by planning and implementing strategies designed to ensure the following:

- Creating a level playing field for the domestic industry by providing protection against dumped/subsidized imports.

- Ensuring fair access to global markets by mitigating the impact of anti-dumping/countervailing/safeguard/any other measure imposed by other countries on exports of stainless steel from India.

- Improvements in processes and systems designed to make the organization compliant with WTO and Indian legal framework related to trade remedial measures.

- Assessment of environmental threats related to unfair trade practices, trade remedial action and formulation of suitable counter measures.

Sr. No. Key Accountabilities Key Activities:

- To lead all efforts designed to counter unfair trade practices through the imposition of anti-dumping / countervailing/safeguard / other measures against dumped imports/subsidized imports/imports on unfair terms. 1. Data analysis to evaluate the threat of unfair imports and assessment of basic injury and legal parameters to facilitate a decision on whether to go ahead with filing of case.

- Devising the strategy and leading the efforts to prepare and submit all legal, accounting, costing and injury data to facilitate filing of application for imposition of trade remedial measures.

- Taking all steps required to ensure successful verification of costing, accounting and financial data by DGTR

- To facilitate the preparation of arguments for public hearing, written submissions and rejoinders in any trade remedy case.

- Coordination with all key departments to ensure timely flow of inputs and data.

- Coordination with legal consultant to ensure timely filing of case, answering queries of DGTR, holistic analysis of case parameters, finalization of legal arguments and all other activities which will ultimately lead to Disclosure and Final Findings. Independently handling any litigation in tribunals/Courts related to trade remedies in coordination with the firm's legal partners.

- Presentation of case summary and timely update on any changes in the legal framework to the top management.

- Countering trade action by other countries against exports of stainless steel flat products from India under the WTO framework related to ADD/CVD/Safeguards or any other legislative framework of the country concerned. 1.Computation of dumping margins on a continual basis for exports to major markets and providing timely updates regarding the same to the sales team

- Ensuring timely response to questionnaires issued by overseas investigating bodies through preparation of costing , accounting, business and legal data by the team.

- Coordinating with overseas consultants and local consultants to analyze and suitably present facts and data to ensure minimum dumping/subsidy margins.

- Ensuring timely verification of data and prompt response to any queries or clarification sought by the overseas investigating body.

- Systemic improvements to make the processes and systems compliant with both the WTO as well as the legislative framework of India related to trade remedies. 1.Identification of the gaps between the existing systems and the data requirements of trade remedial cases.

- Constructive engagement with business process owners to figure out ways and means of plugging the gaps.

- Providing inputs for the design of revamped information systems to plug the gaps, carrying out trial runs in coordination with business process owners and validating the effectiveness of the systems so designed.

- Devising strategies in terms of generating synergies between various internal systems to minimize the investment of time and effort.

- Data analysis and updates on changes in legal framework. 1.Continual analysis of import data to assess threats in terms of unfair competition and making suitable presentations to top management in this regard.

- Timely updates to top management regarding changes in the legal framework related to trade remedial measures

Desired Profile : ICWA / CA with 10-15 years of relevant experience in the area of trade remedies . A degree in law will be an added advantage.

- Candidate should have excellent knowledge of costing / accounting practices and the legal framework related to trade remedies (WTO agreements, national legislation and trade remedial laws of major countries like EU and USA).

- Candidate should have a proven track record of handling trade remedial cases ( ADD/CVD/Safeguard), both national and international, and should also have the experience of leading teams in such cases.
