TARU Leading Edge - Sector Leader - Research & Data Science

TARU has been actively working in policy analysis and research within urban and rural settings an on range of aspects including health, nutrition, water, sanitation, education, inclusion, knowledge, governance, consumer insights, etc. TARU now embarks on a new journey expanding its reach, capacity and business while retaining its core agenda of providing transformative solutions to development challenges. TARU is seeking a dynamic, innovative, self-motivated, and results-oriented professional to play a key role in leading TARU initiatives especially in research and data analytics. TARU is therefore considering to engage a Sector Leader-Research and Data Science to provide necessary support to its operations- initiative at national, regional and state levels.

Tasks

The specific tasks to be undertaken are:

- Support in national business plan implementation in sync with organizational vision.

- Support in concept/proposal development, project implementation, report writing, and monitoring of activities and milestones.

- Lead the business development as per the target

- Provide research support to the operations, policies, and plans through secondary and primary research including the design of methodology and research tools/ instruments including participatory, data collection, validation, documentation, and analysis.

- Design and develop projects related to policy research, baselines and end lines studies, performance management, feasibilities studies, KAP, impact evaluation, process documentation, log frame development, communication needs assessment, behavior change assessment, consumer preference mapping, service delivery assessments, expenditure assessment, etc.

- Develop database on development indicators and relevant data analytics

- Support in developing and implementing monitoring and evaluation related projects of public service sectors (health, nutrition, population, water, sanitation, governance, livelihood, poverty, business research, etc.)

- Review proposal pieces and crosscheck its consistency and responsiveness

- Represent the organization at various forums including at conferences, workshops, bid meetings, and other events.

- Support in partnership building with Clients, Donors, NGOs, Technical Organization, CBOs, Collectives, etc.

- Lead in knowledge management through writing stories, blogs, articles in newspapers/journals, etc.

- Develop innovative concept, position papers, and terms of references related to operation

- Work closely with other practices, sectors and regional units in operationalizing agreed plans and strategies.

- Conduct field visits to the project sites and identify strengths/weaknesses in project implementation and provide feedback and technical assistance to improve both individual and institutional performances for effective outcomes

- Keep up-to-date with the work of all of the project teams, as well as the organization as a whole, in order to provide timely information to senior TARU staff.

- Aligning work style with established work culture and leadership team.

- Provides technical assistance in area(s) of expertise

- Any other related activities, as assigned.

Qualifications

- Ph.D./Post Graduate or Professional degree in MBA/Economics/Development Studies/Public Policy/Public Health or any other technical discipline relevant to this role from reputed institutes. A person having strong social, health and economic research background will be preferred.

- Minimum 8-10 years- experience especially with national and international organizations in research and data science

- Ability to conceptualize, innovate, plan and execute ideas. Capacity to develop work plans, budgets, funding proposals.

- Proven skills in project/survey planning & management, report writing, quality assurance, setting standards, and monitoring.

- Skills in MS-Office, Excel/Access, SPSS/ STATA, Sampling Methodology, Econometric Analysis including relevant modeling and statistical tools. Ability to construct qualitative and quantitative tools related to the conceptualized studies.

- Understanding on BIG Data/Open Data/Thick Data within the context of web, cloud, mobile, GIS/GPS, etc.

- Skills in Machine Learning, R, Python, and Microsoft Azure, etc. would be an added advantage

- Experience with business intelligence/data visualization tools

- Understanding and experience of working on result based monitoring and evaluations tools

- Good analytical & knowledge management skills including writing & presentation skills.

- High personal & professional integrity. Team player and ability to work under pressure and meeting deadlines. Problem-solving attitude. Experience of managing teams and logistics

- Ready for extensive travel

- Excellent fluency in English and regional languages would be added advantage. Able to communicate clearly and sensitively with internal and external stakeholders.

Reporting line

The Sector Leader will report to Director/CEO.

Location: New Delhi

CTC: Attractive. The remuneration shall not be a constraint for the deserving candidate.
