STATE DIRECTOR (ODISHA)   Organization: LANDESA  Job Title: STATE DIRECTOR (ODISHA)  Reports to: INDIA COUNTRY DIRECTOR   Location: ODISHA  Introduction:   Since its founding, Landesa (also known as Rural Development Institute - RDI- ) has partnered with governments, communities and other stakeholders in more than 50 countries to advance pro-poor, gender-sensitive land rights reforms using law and policy tools. These reforms have helped alleviate poverty, reduce hunger and ease conflict over land for more than 120 million women and men.  Landesa has been working with progressive Indian state government officials and Central government leaders to develop and implement innovative and practical programs to address land tenure insecurity and the poverty it drives since 2000.  Landesa's work across India focuses on four critical themes:  - Develop innovative policies and programs that provide homestead and farmland for rural landless  - Strengthen women and girls- land rights  - Increase land tenure security through legal aid  - Reform laws and policies to provide legal recognition of farm land leasing for the rural poor.  The reason for the hire:   Landesa is looking to hire a State Director for Odisha to take charge of the overall development, expansion, integration, and implementation of Landesa/India's program strategy in the State and overall operations, including contribution to fundraising efforts.   This position's responsibilities include program planning, monitoring, and review along with the key responsibility of networking and relationship building with a wide range of stakeholders with special emphasis on state government and potential donors as well as be accountable for Landesa's advocacy with government and other partners on policies supportive of Landesa's goals and objectives.   This position manages a team of professional staff members and serves as a member of the India Senior Team and participates actively in developing Landesa's overall strategic direction and organizational health.  Roles and Responsibilities:  - Lead and guide a team of professionals and staff ensuring effective and appropriate use of all human, finance and material resources, overseeing implementation of Landesa supported programs in the state, developing annual work plans, working closely with government and other partners to ensure smooth and efficient execution of program activities.  - Responsible for effective management of project/program and operations in the state in consultation with the state/national team.  - Responsible for state program design, planning, monitoring and review in regular intervals and coordinate with the national office to ensure proper delivery of grant milestones.   - Work closely with other Organizational Directors in India and the United States to ensure that state program is adequately supported to ensure effective implementation.  - Develop, ensure implementation, and enforce the use of systems that facilitate smooth work flow, equitable and efficient work allocation, quality control and communication within and among programs.  - Develop innovative initiatives to enhance internal communications, education, efficiency, and effectiveness.   - Encourage and facilitate the application of technology to enable the re-engineering of programs and processes to make optimal use of resources.   - Coordinate and oversee financial management, including developing the budget; authorizing and monitoring expenditure of contract funds; and identifying opportunities for cost savings.  - Lead efforts to identify and assess how emerging trends and issues may impact Landesa's work at the state and national level.   - Recruit and select personnel with the support of the U.S. Global Office and the India National Office and manage the human capital by providing support in terms of their work, work-life balance, performance appraisal, motivation and career development.   - Responsible for implementing Landesa's policies, procedures, and systems in the State office and ensure all statutory requirements are complied with and ensure its adherence in all matters.  Must Haves:  - Advanced University degree in a relevant field (international studies, economics, social science, business).   - Minimum 10 years of relevant experience out of which at least 3 years should have been in a leadership position.   - Good knowledge of land tenure or rural development issues with experience of working at the state level.   - Significant cross-cultural work experience.  - Excellent language skills in English, Hindi and local language of the state  Preferable:  - Expertise in one or more of the following areas strongly desired: program design, research, nonprofit performance measurement; ethics and accountability; and/or leadership development.  Third Sector Partners, a leading senior management,, and board search firm in the Not for Profit sector has been retained for this position.
