The proposal team's work is done in both a strategic and a reactive environment, requiring management of multiple phases of proposals simultaneously, often with fast turnaround times. The proposal manager's responsibilities include overall project and content management; facilitating proposal strategy, win themes, and strategic business writing; managing the work of indirect teams of subject-matter experts; process and quality control, consistency, and quality of messaging; and ensuring compliance with client requirements and deadlines. For U.S. State and Local Government proposals, the candidate must have a strong working knowledge of, and a strict adherence to, government rules and regulations that apply broadly to doing business with all state and local entities as well as those that apply specifically to an individual procurement.  Client communication is primarily developed with internal constituents, but occasionally requires interaction with U.S. State and Local Government agencies, third-party vendors and external prospects and clients. The client deliverables, managed and written for a specific client, represent the main communication channels. Therefore, the sales support resources must effectively position our services and products to drive sales growth. The successful candidate will understand and address state government and CxO issues, gather and assess client needs, both business and technical, and work with client information technology and line of business management to develop an accurate understanding of business needs and related issues. The candidate must also anticipate and plan for competitive threats, apply consultative selling techniques to advance opportunities and partner effectively with others to ensure problem resolution and client satisfaction. As a professional communicator, the candidate must effectively communicate and articulate the details in a proposed client solution team collaboration and drive proposals, presentations, and other client communications during the pursuit.
