Need a finance professional as General Manager, Finance & Accounts for a Telecom Company in Bhutan  Main Job Tasks and Responsibilities  Monitor and look after the day-to-day affairs of the Finance Division of the company.  Plan, budget, organize and control accounts within powers delegated to the financial operations of Bhutan Telecom Ltd.  Coordinate and guide the field units in preparing the budget.  Plan and organize budgeting, accounting and expenditure control systems.  Present budget proposals to the Management and advise on general financial questions such as the effective use of resources and financing of capital expenditure.  Attend Audits- Statutory, Royal Audit Authority and Tax Audit and coordinate with field units for furnishing audit replies and settlement of audit queries.  Ensure that the financial statements are prepared in compliance to the Bhutan Financial Reporting System.  Ensure timely submission (Monthly, quarterly, half yearly and annually) of the financial reports to the management.  Develop financial monitoring and evaluation framework for the company that provides trends on key financial and economic performance indicators for the management decision making.   Evaluate options and recommend strategies for financial resource utilization in an optimal manner.  Study and analyze financial aspects of the project proposals submitted by the business development and submit to the Management and present to the board for investment decision.  Evaluate financing option-conduct proper financial appraisals and advise the management and the board with best option on investment/project financing.  Oversee the records of all assets and ensure that all the assets are efficiently utilized within their life.  Assess all the risk associated with asset and arrange necessary insurance.  Develop processes to implement risk management in the company  Assign responsibilities for risk ownership, monitoring of risk, risk reporting  Determine level of risk absorber (Capital) in place, make recommendations where it is not sufficient  Develop Policy and financial strategy in line with the business strategy of the company including revision/review of the financial manual from time to time as required by the management  Key Competencies   Functional knowledge of Finance & Controlling (FICO) & Funds Management (FM) in SAP. Fluency in both written and spoken English with excellent communication and analytical skills. Hands on strategic planner with high problem solving and decision making skills  Education and Experience  Minimum qualification of Chartered Accountant/CPA/CFA. Preference will be given to CA with MBA in Finance.  Possess minimum of 10 (ten) years of working experience in accounts and finance related job preferably in service industry. Candidates with corporate/business experience shall be given advantage. Working experience in SAP implemented companies/ organizations. Should have adequate IT knowledge and expertise  Employment Term  The employment shall be on contract basis with an initial term of three (03) years with possibility of extension based on performance. However, a probation period of 6 months shall be applied before regularization of three years contract.
