Please visit our website here for more information.  Finance Governance and Controls :   Finance Governance and Controls is a global function with inclusion of activities like - SOx testing, Conformance Testing, Conformance Reviews and preparation of MI's for the Senior Management in the Finance function.  Governance and Controls - SOX :  Barclays Finance Governance Team is primarily responsible for providing assurance and support to Barclays Finance Leadership and various Business Units with regards to compliance with the Internal Control Framework for Financial Reporting. The same is administered through rigorous reviews performed by the team based on policies in Barclays Financial Reporting and Control Framework.  Overall purpose of role :  - Formulate strategy, provide guidance, lead a team to establish and continually develop the Controls Management Function of   the business units being supported.   This will include :  - Maintaining the overall risk and control framework within Barclays Finance Noida and supported BUs.  - Ensuring compliance with SOX and Operations controls (as applicable).  - Influencing senior stakeholders in BUs served by Finance Governance and Controls, Noida to embed a strong control environment and risk management culture.  - Gain knowledge of Control and Governance activities in the Group (across all clusters) including Group Operational Risk Framework and Group SOx Methodology.  - Managing teams responsible for activities pertaining to maintaining control framework.  - Supporting BUs in ensuring that Controls are designed to mitigate identified Risks and operate effectively  - Compliance with policies as communicated by BSS  - Work as part of Executive Team in respective BUs and ensure smooth operations.  Effectively manage all stakeholders including :  - Barclays Finance Noida Operations Senior Management,  - Barclays Onshore Senior Management in UK and/or elsewhere  - Barclays Internal Audit (BIA),  - External Auditors e.g. PwC  - Other external agencies like ISO Auditors  - Attend meetings to review progress with Business Unit Management supported by Finance Governance and Controls Team Noida.  - Risk subject matter expert for Barclays Finance Noida Operations and stakeholders of Business Units supported by Finance Governance and Controls Team Noida.  - Team management  - Liasioning with BSS Support functions for team activities.  - Act as a back up to other Finance Governance and Controls, Noida AVPs and VPs through cross training and succession planning.  Key Accountabilities :   Control Environment :  - Develop and maintain Overall Control Framework (Operations and SOx)  - Ensure all SOx related requirements are complied with.  - Manage the following team activities - RCA Refresh, Testing of Controls (SOx-OR - Manual, Automated Business Controls, General Computer Controls), Change Control, Risk Events, and OPUS etc.  - Review reports and MI being produced for Control Committees, CIRF (Cluster Issue Review Forum), Governance Forums, other Issues MI and weekly planners to drive Risk and Governance activities, etc.  - Drive a culture of Risk and Governance in Finance Governance and Controls, Noida through Risk Campaign, and other activities.  - Institutionalize a culture of continuous improvement in risk management across all processes and sub processes within Finance Governance and Controls, Noida.  - Run the Risk Management and Control agenda for Finance Governance and Controls, Noida to identify the key business process risks, determine the design and operational effectiveness of all the controls and drive remedial actions.  - Provide expertise on RCSA Policy, SOx Methodology and Operational Risk Framework.  - Conducting RCA workshops and walk-throughs.  - Identify Risks and Controls and develop an appropriate audit approach.  - Review and analyse Planners and MI for SOx and OR issues to identify trends and control themes.  - Influencing / convincing the Senior Management / stakeholders to agree to the issues.  - Present the summary of analysis of issues along with Root Cause Analysis to Senior Management and provide recommendations.  - Perform post incident reviews to identify root causes, ensure necessary remedial action is implemented and ensure learning points are shared across functions.  - Review the risks during transition of new processes to Barclays Finance Noida (for completeness of RCAs, plans to mitigate any open SOx/OR/BIA issues, etc.)  - Perform all pre and post audit activities for BIA and PwC audits.  - Identify and implement opportunities to rationalise the Risks and Controls without compromising on the Control Environment and Barclays Risk Appetite.  - Deliver awareness/education/training sessions providing support to Process Owners/Control Owners and staff of BUs supported by Finance Governance and Controls Team Noida on control related matters on ad hoc basis.  - Champion a culture of customer service and continuous improvement within Barclays Finance Noida. Ensure that opportunities for controls, process and service improvements are encouraged.  - Execute the strategy around rigorous Control Environment across all the processes served by Barclays Finance Noida that in sync with the Group vision of Efficiency.  Compliance :   - Ensure compliance with applicable policies to Barclays Finance Noida as communicated by BSS.  - Subject Matter Expert to ensure that all policies are interpreted and implemented as per Group guidelines.  - Perform regular testing and reviews across Business Units supported by Finance Governance and Controls Team Noida to ensure 100% policy as well as regulatory compliance  Staff Management :   - Develop and implement training and succession plans.  - Conduct formal Performance Development reviews for Direct Reports, including periodic catch-ups mid-year and year-end performance discussions.  - Conducting work load analysis and scheduling the planned activities.  - Execute the strategy for team management including but not limited to organization chart, succession planning, backup planning, talent development, retention of people.  - Ensure that the team has a process of best practice sharing and develops the people in the team to grow and develop their skills.  - Ensure culture of empowerment and professionalism within the team.  - Ensure completion of Mandatory Compliance Trainings as per the plan.  Stakeholder Management & Leadership :  - Build strong working relationships with the Onshore Finance Governance and Controls Team, Operational Risk Team, All SOx Controllers and Operational Risk people in various BUs.  - Attend meetings to review progress on SOx and OR issues with Barclays Finance Noida Senior Management and Stakeholders of BU supported by Finance Governance and Controls Team Noida.  - Act as point of engagement for both internal auditors (BIA) and External auditors (PwC).  - Influence and convince internal stakeholders (different BUs as well as Process and Control owners served by Finance Governance and Controls Team, Noida) and external stakeholders (e.g. External auditors).  - Liaise with other areas of the Group / Other BUs and clusters as necessary on SOx related issues, including BIA.  - Work with the Barclays Finance Noida Operations Team or other Project teams to integrate new activities into the Controls environment  - Focus on developing, implementing and sharing best practices and building synergies.  - Work as part of Executive Team in Barclays Finance Noida and ensure smooth operations.  Decision making and problem solving :  - Influence and facilitate decision making and convince internal stakeholders (Leadership of BUs catered by Finance Governance & Controls Team Noida, BIA as well as Risk and Control Owners) and external stakeholders (e.g. Statutory Auditors) regarding the Control Environment.  - Analyse issues and identify root causes, provide recommendations/solutions on resolution of issues, change management projects, BIA / PwC findings, etc.  - Make presentations in Governance Forums, other AVP forums on various risk and controls updates and ensure that the agreed decisions are implemented in time.  - Act as a SME on failure of controls and processes and escalate issues as required.  Risk and Control :  All Barclays PLC colleagues have to ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards  Skills and Qualifications :   Essential :  -
