Lead - Monitoring, Learning &Evaluation (MLE) Job Description : - Athena Infonomics is a fast-growing policy research and development analytics firm with a focus on strengthening the use of data and social science research to solve development and inclusive growth issues around the world. - Since inception (in 2010), we have worked with over 50 clients in over 17 countriesin Asia and Africa and delivered more than 100 projects. Our clients range from governments, multilateral and bilateral donors to an ever-expanding group of international NGOs, impact investors and corporate foundations. - As part of our work in MLE space,we have designed tools and frameworks that go beyond a simple - log-frame- approach to allow for donors and development practitioners to gather insights to better understand how programme design meets the programme objectives and beneficiary needs and investigate and address questions of scalability. We have also worked on operational levers of delivering better data and evidence by re-engineering existing procurement frameworks and have built decision support platforms to empower donors and practitioners to support - real-time- evidence based action. - Now, through the Lead - Monitoring, Learning and Evaluation, we are looking to augment the organization's leadership in enabling us to move the boundaries of innovation on learning and evaluations, strengthen and expand the portfolio of Athena's work and explore new frontiers. Experience in having implemented RCTs is desirable. - Demonstrated understanding of monitoring and evaluation challenges, with experience of having developed solutions or ideas to work around it or overcome it. - Strong knowledge of statistical techniques and evaluation methods. Must be comfortable using STATA or R. - Entrepreneurial disposition, versatility and integrity - Experience of working with donors/development institutions such as World Bank, USAID, Bill and Melinda Gates Foundation, DFID, GIZ, MCC etc., - Demonstrated ability to train and build capacity of teams in MLE - Ability to work in a fast-paced, high-growth, small business environment - Demonstrated ability to oversee and manage multiple projects simultaneously and provide advice and guidance in a timely fashion - Professional fluency in English is required. Knowledge and fluency in a second language is desirable. Responsibilities : - Lead the design and implementation of monitoring and evaluation projects - Mentor and provide technical guidance to the team - Lead the technical components of business development and proactively engage with the Business Development team to strategizeand act on business development needs. - Lead technical development and delivery of client products, including analyses, reports and related work products. - Lead the design of quasi-experimental evaluation designs or fully randomized research trials. Help evaluation team develop and articulate the theory of change or development hypotheses and specification of a core set of Evaluation Questions as well as provide other methodological inputs at the design stage - Proactively engage and collaborate with Athena's institutional partners (including other consulting firms, field research agencies and Universities) to co-create solutions and deliver on projects - Establish, monitor, and review work plans and budgets for projects and comply with other reporting requirements. - Support and/ or manage the development of new and maintenance of existing client relationships through interactions with clients at a technical level during the business development cycle. - Lead research, analysis and publication of design methodologies and tools, case studies and evaluation approaches under Athena's thought leadership initiative - Lead development of practice business plans and support development of organizational business plan - Travel on projects and business development
