Position Compliance Officer Vacancy 1 Project ACCELERATE Location Chennai Reports to Chief Program Officer ACCELERATE, a large USAID- funded HIV/AIDS program, aims at improving health outcomes among key populations in India. The ACCELERATE team provides technical assistance (TA) to National, State, and District HIV/AIDS programs to deliver comprehensive HIV prevention and treatment services to vulnerable populations including people living with HIV, key populations (KP), and their partners; and Orphan and Vulnerable Children (OVC). The effort is being led by Johns Hopkins University and includes other consortium partners including The Fenway Institute (TFI), YR Gaitonde Centre for AIDS Research and Education (YRGCARE), and Blue Lotus Advisory (BLA). Under the Accelerate and Scale-up Program (ASAP), ACCELERATE will expand its work to the districts of Hyderabad, Rangareddy, Mahbubnagar, Karimnagar, and Nalgonda. Job Summary : As a key member of the core administrative team, the Compliance Officer provides assurance that the project complies with Federal Acquisition Regulations, USAID Policies, and YRGCARE's agreement(s) with the prime recipient. Processes and controls used in the project, completeness and accuracy of the books of accounts and compilation of reports, and ensuring timeliness of all payments and recording of transactions. Key Duties and Responsibilities: - Establish standards and procedures to ensure the compliance framework's effectiveness and efficiency - Develop/update policies and manuals - Maintain compliance with organizational policies, procedures, and internal controls. - Coordinate with auditors in internal and external reviews and special audits - Coordinate with project finance specialist for ensuring timely monthly financial reporting, training modules, implement monitoring and continuous improvements that build capacity and resilient processes - Prepare/review sub-awards for other field-based NGOs as required by the implementation team and ensure sub-awardee's compliance with the rules - Provide technical support to team members - Conduct due diligence that all project funds are applied for intended purposes - Actively review all transactions on a concurrent basis and suggest corrective steps including team retraining using manuals and policies as reference - Review the MIS prepared for the correctness - Develop a reliable cash flow projection process Requirements : - The ideal candidate for the post of Compliance Officer must hold a Master's degree in finance with at least six to eight years of experience in USAID project accounting, MIS, or compliance role - Membership in the Institute of Chartered Accountants of India is desirable, but not essential - Candidates with broad knowledge and understanding of FCRA rules - Thorough knowledge of Federal Acquisition Regulations with a focus on USAID-specific regulations. - Strong leadership and business judgment skills. - Above-average analytical skills and communication skills, both written and verbal. - Position calls for high integrity, sincerity, and honesty; core values include being respectful to the rest of the team. - Should demonstrate an ability to work with minimal supervision and absorb pressure.
