Job Description:

- Strong understanding of business domain, its strategic direction, functional goals, and the required technical & functional expertise at Global level. Makes decisions, even with unstructured business problems at a pace that balances the need for further analysis and the need for timely decision given business priorities / requirements.

- Support to develop a consulting culture within team, partner with functional business leaders in developing analytical strategies / decision making to achieve higher value

- Translate key analytical solutions as generic and re-deployable across multiple regions / markets. Drive redeployment of the solutions

- Translates Business Strategic plans into actionable analytical insights & solutions. Communicates across all levels and with senior executives

- Proactively supports transformational initiatives & innovative analytical thinking & solutions that results into improved business performance

Role Context:

- Fraud is a dynamic risk that is changing constantly and growing dramatically. There is an overarching need to harness intelligence, analytics, information and technology in a way that protects our business, our customers and the many communities within which we operate. The Fraud Decision Systems team ensures that essential systems and data are available to enable stakeholders to conduct effective and efficient monitoring, detection, investigations and analytics. The team is proactive and future-looking, shaping fraud mitigation technology and promoting its adoption across the Fraud business.

- The role holder will provide strategic direction for the management and development of fraud decision systems. Role holder will be accountable for ensuring that leverages the best-in class market technology optimally, in a manner suited to environment and business strategy. The person will be hold the primary point of responsibility for the development and management of the fraud product roadmap and vendor management. The person will run a governance framework, working closely with IT, Transformation and Strategic Analytics, to ensure all new deployments maximise the functionality available and shape and prioritise future enhancements.

Job Responsibilities:

- Supporting the development and delivery of the Fraud Decision Systems roadmap for realising benefit from investment in line with Fraud and WPB strategic vision.

- Managing, as Product Owner, the global design, development and deployment of the global strategic fraud transaction monitoring platform.

- Support management of a small team of business analysts nurturing talent and encouraging innovation.

- Ensuring effective stakeholder engagement and user interaction at all levels leading to informed and well-judged trade-offs and priority decisions to maximise business benefit.

- Ensuring requirements are communicated clearly, consistently and in context to Digital Business Services (DBS)

- Ensuring effective and efficient allocation of development budget and tasking of scarce and specialist resources.

- Helping to identify opportunities for greater use of existing system usage within Fraud and LOB. Support the team lead in defining recommendations for opportunity.

- Supporting Global Head of Fraud Decision Systems to prepare and sign off for annual Fraud Systems AOP.

- Seeking to work with system SME's and learn about the fraud platforms, how they are used and the user's feedback on the perceived strengths and weaknesses of each.

- Build strong relationships with Global and Regional fraud teams, and be a point of contact for information and knowledge.

Key Measure:

- Demonstrate to all stakeholders an inclusive and transparent process in all priority decisions taken.

- Demonstrate personal development and knowledge of fraud event platforms.

- Help support a successful AOP plan that is well communicated, costed and achievable.

- Continue to work with all FMS teams and demonstrate strong communication and knowledge to all levels.

Impact on Business:

- To help lead a team of systems and analytic specialists in-line with the overall Fraud and WPB objectives

- Ensure effective stakeholder engagement and user interaction at all levels leading to informed and well-judged trade-offs and priority decisions to maximise business benefit.

- Ensure requirements are communicated clearly, consistently and in context to DBS colleagues at all levels

- Implementing a consistent and effective management approach across the functional areas.

- Develop specialist knowledge of the system delivery process to support all new project and enhancement requests within the overall Fraud and WPB objectives.

- To support the wider FMS fraud teams in ensuring the fraud platforms continue to stay relevant, meet and exceed the current needs of the business team's requirements.

- Drive efficient allocation of scarce resources, including capital and people.

- Be pro-active and seek opportunities to improve the fraud system usage by engaging with all relevant stakeholders and SME's in a collaborative manner.

- Gather relevant data, costs and requirements to enable accurate and balanced decisions to be made.

Customers / Stakeholders:

- Build networks and manage day-to-day relationships with senior staff on technology related matters in Risk and Business.

- Collate requests from business and risk for intelligence or opportunities to leverage WPB Fraud technology and data

- Work with Vendor providers and help foster a professional working relationship.

- Strengthen and broaden internal relationships with global functions, lines of business, regions, and countries who directly benefit from or interact with FMS systems, including:

- Regional FMS colleagues

- Fraud Management and lead users

- Fraud Management stakeholders

- DBS colleagues

- Lines of business stakeholders

- Strengthen and broaden external relationships with key technology/data providers

- Provide input to strategic direction and oversight of the firm's participation in initiatives with key members of Group, public sector and peers to share information on Fraud threats

Leadership & Teamwork

- Leads the development of a fraud decision system benefit

- Clearly communicates technology strategy to meet business needs

- Provides leadership and direction at a global level and support at a regional level to the deployment of systems within Fraud Management and WPB

- Initiatives for FMS, aligned to Group Risk and Group activities, as well as supporting the annual BAU HR cycle.

- Establish and promote a learning culture focused on open feedback and continuous improvement.

- Pro-active and supportive of colleagues and able to demonstrate imitative and a logical approach to solving business issues.

Operational Effectiveness and Control:

- Ensure business and regulatory implications of system design and operation are proactively anticipated, considered and communicated throughout the lifecycle

- Establish manual and automated technical processes to ensure and evidence rigorous adherence to Group policies and management of operational risk

- Develop and present options to implement controls whilst retaining full benefit from investment in systems

- Maintain sound understanding of key threats and system vulnerabilities and engage proactively with risk stewards to mitigate the impact of compromise

Management of Risk/Internal Controls/Compliance:

- The jobholder will continually reassess the operational risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology.

- The jobholder will ensure the fair treatment of our customers is at the heart of everything we do, both personally and as an organization.

- The job holder is a key contributor to achievement of retaining fraud losses within risk appetite.

- Maintains internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators.

- To assist in the discharge of accountabilities set out in the Legal & Compliance FIM by proactively assisting FMS Managers in their responsibilities to assist management in identifying and containing compliance risk, monitoring, reporting and certification, fostering a compliance culture and optimising relations with regulators.

- Jobholder is an - insider- for dealing purposes and subject to strict controls and confidentiality.

- The jobholder will also adhere to and be able to demonstrate adherence to internal controls. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.

- The jobholder will implement the Group compliance policy by containing compliance risk in liaison with Global Head of Compliance, Global Compliance Officer, Area Compliance Officer or Local Compliance Officer. The term - compliance- embraces all relevant financial services laws, rules and codes with which the business has to comply.

- This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators.

Skills/Experience Required:

- Minimum 12 years of hands-on analytics experience solving complex business problems using data

- Graduate/Masters degree from reputed university in Computer Science, Technology or any quantitative fields

- Leadership and Fraud System Development experience.

- Proven Product Ownership experience in a complex global environment

- Proven ability in leading technology teams using agile methodology and nurturing talent

- An understanding of Fraud Technologies (specifically on transaction monitoring tooling) is desirable but not essential.

- Experience of working on fraud activities

- Strong interpersonal skills with the ability to communicate technical matters effectively with senior leaders across Fraud, the business, and the public sector.

- Proven written and verbal communication skills with high attention to detail

- Highly motivated self-starter with proven ability to work collaboratively within teams and to deliver on time

- Proven ability to rapidly develop subject matter expertise in a range of technical and non-technical areas

- A personal and professional interest in security, intelligence and technology

- Subject matter expert with regard to technical and operational fraud decision systems and processes in financial institutions
