About Air Pollution Action Group (A-PAG)

Air Pollution Action Group (A-PAG) was set up in 2019 by Ashish Dhawan (Founder and Chairperson, Ashoka University and Central Square Foundation), Vijay Chadda (previously CEO of Bharti Foundation) and Mohit Beotra (previously Chief Brand Officer of Airtel). Ashish is a member of the Commission for Air Quality Management in NCR and adjoining regions.

About the role

A-PAG's project in Uttar Pradesh aims at improving air quality by tackling issues which contribute to air pollution. Based on our pilot work with the Lucknow Municipal Corporation the project is being expanded to other key cities in UP.

As Head of Operations, you will be responsible for the successful implementation of A-PAG's engagement with GoUP. To do this, you will work closely under the State Lead's guidance with various government departments to ensure all necessary processes are in place. You will be managing the daily operations of the various PMUs in the state and will be responsible for the successful implementation of our initiatives. Implementation of A-PAG's dispersed sources program across various cities would be a key priority; in addition to this, you would have the opportunity to devise and pilot new interventions which are scalable and target other sources of air pollution in the region in consultation with the government stakeholders

About the role:

The critical functions to manage your area successfully will include the following:

Program Strategy and Implementation: Based on an understanding of Air Pollution issues, you would need to devise & recommend the strategy to be followed in Uttar Pradesh. Working with leadership across the state Government you would need to ensure all processes are put into place and all planned actions are carried out in a time-bound manner. You will engage very closely with the ULB officials to identify any problem areas, share recommendations and ensure corrective action is implemented.

Driving Government engagement: Ranging from Secretary Environment to Municipal Commissioners to Member Secretary UPPCB, our work requires us to deal with Government officials at very senior levels. You would be expected to manage these & myriad other Government relationships in a manner that ensures that A-PAG is recognized as a professional & effective partner.

Leading the team: A team of 3 resources are currently managing the project in Lucknow and PMUs are being established in various other districts in Uttar Pradesh. You will be leading the operations for the PMU teams across the state and managing them effectively is a key expectation of this role.

Monitoring and Review: Putting in place a robust monitoring and review process will be a key priority. You will be responsible to ensure structured reviews are held in your area in order to make progress toward resolving the issues identified on the ground.

Managing Partnership: The project is supported by third parties at multiple levels. You will be responsible to guide and oversee the functioning of these third-party vendors. You would be expected to play a key role in partnerships that are triggered to drive action in Uttar Pradesh

Process Improvement: While engaging with officials across multiple organizations you would be in a key position with visibility to understand problem areas and develop insights and solutions for them. You would be expected to translate these insights into action in order to improve the processes undertaken throughout the program.

Ensuring effective project management: All our programs need to be backed by strong project management to ensure timely & effective implementation. You need to instill a good project management ethos in the team.

Eligibility:

1. Masters' degree in relevant fields, including business or development sector management, environmental studies or public policy with a strong track record of outstanding academic performance

2. 10+ years of work experience with managerial responsibilities, demonstrating excellent project delivery and relationship development with Government officials

3. Have displayed instances of quick thinking and entrepreneurial nature in previous projects/ work assignment

4. Work experience in the space of environment/ solid waste management/ program implementation would be preferred but is not essential. However, passion to solve the air pollution crisis in India is critical.

5. Experience of implementing IT projects or being part of the implementation team in any IT-related project for State Government, Central Government, or PSUs will be an added advantage, though not mandatory.

Skill Sets Required:

1. Analytical bent of mind is key - you will need to think through problems and help the team arrive at an accurate assessment of the key issues to be addressed.

2. Entrepreneurial nature - success in this role depends heavily on your ability to make things happen on the ground.

3. Ability to work alongside senior Government officials, while being able to convince them to accept our recommendations.

4. Program management skills are needed to ensure programs are delivered against agreed timelines with requisite quality.

5. Ability to learn quickly - air pollution is a relatively nascent space and new knowledge is constantly emerging which we need to understand & utilize to our benefit.
