Job title: Cluster Coordinator (WaSH)

Background:

Government of India has initiated a Jal Jeevan Mission (JJM) programme with an objective to provide Functional Household Tap Connection (FHTC) to 100% rural households across the country. The Integrated Safe Drinking Water programme in Uttar Pradesh under Jal Jeevan Mission seeks to use the power of the community in the water supply planning and management process, with a key focus on drinking water supply, water quality monitoring & surveillance, source sustainability, rainwater harvesting and treatment & reuse of wastewater. The Tata Trusts has collaborated with State Water and Sanitation Mission (SWSM, Govt of Uttar Pradesh) to provide support implementation of the programme in Bahraich and Shravasti districts. The project aims at institutional building in form of Gram Panchayat Water and Sanitation Committees (GPWSC) and setting up of sustainable community-managed drinking water supply systems through multi-pronged approach. In this regard, Tata Trusts UP-PMU inviting applications for the post of Cluster Coordinator (CC).

Education Qualification & Experience:

- Graduate/ Post graduate degree in Rural Development/ Social Studies/ Social Work/ Mass Communication, etc.

- Having minimum 3 years of experience in community mobilization, Social Behavioural Change Communication (SBCC) interventions in rural development sectors such as health, rural livelihoods, WaSH (Water, Sanitation, and Hygiene), and Experience in WaSH sector would be given preference.

- Be willing to undertake extensive traveling to remote areas across the district

- Candidates having basic knowledge of computers on MS OFFICE.

- Language proficiency in oral and written Hindi and basic knowledge of English is a must.

The job requires good interpersonal skills and the ability to interact with a wide range of people, including government officials. Ideally, s/he should be growth-oriented and hardworking, have a mature outlook, with a visible interest in, and commitment to, the development sector.

Key Job Responsibilities:

1. Assessment of problem statement in terms of identifying gaps in rural drinking water-related aspects

2. Taking up awareness generation and capacity-building interventions of Gram Panchayat (GP), GPWSC members, women, children etc. targeting positive behavior change to ensure sustainable drinking water management

3. Development of Village Action Plan (VAP) using various tools such as Participatory Rural Appraisal (PRA), social mapping, etc.

4. Formation and strengthening of GPWSC regarding their roles and responsibilities during various stages of programme planning, implementation and operation & maintenance under Jal Jeevan Mission.

5. Designing and implementation of various SBCC tools, awareness campaigns to develop sense of ownership among rural communities for sustainable management of the drinking water scheme

6. Undertake mobilization activities with a focus on target groups such as women, children, teachers, youth, etc. for effective engagement to achieve larger programmatic objectives

7. Conducting training sessions at block and village level for members of GPWSCs, GPs and other grassroots level workers such as ASHA, Anganwadi worker, School teachers, Self- help groups etc. on various aspects of JJM. This training session could be classroom sessions or field based training.

8. Helping the GPs/ GPWSCs in water quality monitoring and surveillance, mapping of sources and water related assets, baseline surveys, sanitary survey of drinking water sources and systems falling within their jurisdiction.

9. Collection of data at household level, community level about baseline / midline / endline information, progress data of various activities, etc. for Management Information System (MIS

10. Coordinate and network with various line departments and officials at the district/ block level and other stakeholders for programme management.

11. Write report, case studies, process documentation of programmatic learnings.
