Tariff & Regulatory Specialist - South Asia Regional Energy Partnership (10-15 yrs)

Our client is assisting governments, communities, and the- private sector on various infra projects. A non-for-profit, with global experience implementing international development projects in energy and other disciplines. Around the globe, it is working to develop and implement low-emissions energy technology alternatives, raise private financing for energy infrastructure, bring efficiency to utilities, work with governments on legal and regulatory reforms to alleviate bottlenecks in energy generation and consumption, and increase access to green energy to sustain economic growth and reduce poverty.

We are hiring a Tariff and Regulatory Specialist on the recently awarded Task for Technical Support for South Asia Regional Energy Partnership activity. This position will be based in New Delhi, India,


Responsibilities:

- Provide technical assistance in tariff reform to CERC, state regulators, and state utilities to design rational tariff structures, optimize subsidies, and encourage efficiency, competition, and improved quality of supply.

- Advise regulators on the adoption of new competitive energy market rules and build capacity on energy sector reform, restructuring, and tariff methodology.

- Identify best practices in tariff design to prepare/support development of manuals, guidelines, and tariff policies.

- Support economic and financial analysis of pilot projects/commercial deployment of advanced technologies' impact on tariff.

- Develop, review, and support new regulations to support various objectives under SAREP, such as energy trading, deployment of advanced technologies and encouraging investments, PPP and governance reform.

- Enable investments by conducting cost-benefit analysis, working closely with regulators, utilities, financial institutions, and the private sector.

- Prepare and author reports, research papers, articles on SAREP themes.

- Prepare and deliver presentations on SAREP themes.

- Conduct trainings and capacity development workshops for utilities, regulators, etc.

Qualifications

- Master's degree (Economics/Finance/Management) and 10 years of relevant experience or bachelor's degree (Electrical Engineering/Economics/Finance) and 12 years of experience.

- Experience in designing tariff, conducting cost supply studies, assessing willingness to pay, developing regulations related to utility performance management, introducing new frameworks, and enabling environment for investments.

- Excellent interpersonal, oral, and written communication skills, including the ability to establish and maintain effective working relationships with co-workers, supervisor, technical staff and clients.

- Ability to collaborate effectively with diverse team members.

- Motivated and able to work under challenging and fast-paced environment.

- Well networked in regulatory community such as FOIR, SERCs, regulatory cells in DISCOMs.

- Ability to effectively prioritize workload, self-manage, and complete tasks to best meet project needs
