State Head - Tamil Nadu - NGO (7-10 yrs)

Roles & Responsibilities:

We are currently engaged in deep conversations with MHRD and many States / Municipal Corporations for expansion of the Government-Partnerships schools model in their states / cities. In Tamil Nadu, in addition to implementation of Government- Partnership Schools, drawing on its experience in playing the role of a PMU in Delhi, we are supporting management of the State's NGO Partnerships (current and future).

The position of a State Head is critical in driving this expansion and implementation of these engagements with the Tamil Nadu government. The State Head will be based out of the State's Education Department administrative location i.e. DPI, Chennai and will be the Single Point of Contact for Government officials.

Some of the responsibilities include - 

For Government-Partnership Schools - 

- Working with Government officials to ensure requisite appropriate approvals/MoUs are in place through the duration of the programme

- Creating tools and frameworks (with the support of Central Team based in Delhi) that will govern the implementation of partnerships schools such as processes for partner selection, monitoring, etc. This will be done in consultation with the government representatives.

- Supporting non-profit partners in ensuring they are able to deliver to their goals and help bridge gaps in their capabilities by facilitating knowledge-sharing and bringing in other relevant partner organisations into the network. This will entail the following tasks:

- Regular site visits to partner schools to ensure high-quality implementation (enrollment, attendance, teaching-learning processes) and provide timely feedback on the same

- Identifying areas where partners require support and facilitating the same (for example, English education, community engagement, etc)

- Ensuring on-time submission of operational reports from each partner organisation to the SDMC and funders

- Managing relationships with key stakeholders and ensuring implementation of an accountability framework, which is a key element of the model. Accountability framework may include school assessments, defining and tracking key performance indicators, student learning outcomes, etc. This may be done by the Government's assessment agency or through third party assessments. He/she will ensure submission of regular reports to the relevant stakeholders.

- Working closely with the Government to examine quarterly / annual data, and form an informed opinion on performance of each Partnership School/NGO partner, and next steps based on performance (expansion for schools/partners doing well, closer monitoring for those not delivering, exit in the case of gross violations / sustained under-performance)

For NGO Partnerships Management:

- Conducting a landscape study of NGOs working in Government schools (as provided by the Samagra Shiksha, Tamil Nadu) - this will involve studying MoUs signed with individual organizations, understanding agreed KPIs (Key Performance Indicators), visits to understand NGO intervention, mapping of performance with agreed KPIs etc.

- Sharing results of landscape study with Samagra Shiksha, as per agreed timelines

- Recommending partnership alignment/consolidation/termination based on efficiencies of various interventions

- Creating common reporting templates for NGOs working with Samagra Shiksha, Tamil Nadu. The reports will be required to be submitted to the State Project Director at agreed intervals.

- Facilitating setting up of a Steering Committee within the Department to oversee and manage the NGOs. This committee should meet every quarter to monitor progress of various NGOs. We will help with agenda-setting, information collation and follow-up required for these committee meetings

- Planning and execution of events as per the needs of the engagement
