Senior VP - AML - Scenario Management & Validation Function - Independent Validation Team (12-18 yrs)

Description:

This position will lead an APAC function within the Scenario Management & Validation (SM&V) function in the Independent Validation (IV) team, reporting to the Global Head of AML independent Validation. This individual is accountable for leading a regional team of statisticians located in Kuala Lumpur and Bangalore to independently validate the technical and functional soundness of AML scenarios & tools, and provide effective challenge to the solutions. The scenarios span the end-to-end logic including rule based, tools, manual referral, Alert Risk Scoring (ARS), Case Risk Scoring (CRS) and other methods. A successful Independent Validation function is critical for addressing AML risk across the institution in line with regulatory expectations and provides defensibility for the key components of the AML System. As such, the individual must interact with senior leadership across SM&V and the business to align strategies, understand impacts, mitigate risks, and deliver critical regulatory programs. The successful candidate will be a point of contact for the Regulators and IA for Independent Validation and will lead the Independent Validation of solutions delivered as part of critical Regulatory commitments while supporting the building out core components of scenario Independent Validation.

Key responsibilities include - 

- Supporting the formulation of the governance, policies, standards, procedures and templates as well as leading the execution strategy of independent validation.

- Leading and managing a team of statisticians responsible for the effective challenge of end-to-end AML tools (including scenarios, ARS, CRS and segmentation) from both a technical and a functional perspective, including evaluating conceptual soundness, performance, and ongoing monitoring. Additionally, the team will be supported by regional teams across the Europe and Americas. Working to ensure that the Independent Validation Team maintains independence from the Scenario Development & Enhancement Team and has appropriate incentives, competencies and influence to perform effective challenge.

- Ensuring that independent validations are consistent with appropriate standards and methodologies and review and approve validation results / key findings.

- Collaborating with and influence key partners (including developers, tool Sponsors, and senior management) to facilitate the validation process and resolve discussions / escalations of validation results in a timely manner.

- Support the Independent Validation team in interactions with the regulators and Internal Audit.

- Challenging and enhancing the standards and methodologies to incorporate cutting edge industry thinking. Influencing the direction of the industry in the area of AML solutions.

- Recruiting, developing, and retaining high performing statisticians and AML subject matter experts.

- Optimize the efficiency of the independent validation process and manage capacity of the Independent Validation team; lead budget planning and financials.

Qualifications:

- A significant degree of familiarity with AML and AML tools.

- BA or equivalent experience. MS or /PhD in Statistics, Mathematics, Econometrics or other quantitative fields preferred.

- Minimum 10+ years of relevant experience in large, complex environments.

- 10+ years of experience managing a team of highly technical specialists with validating software in packages such as SAS, R, STATA, and SQL, other standard database query tools and related applications.

- 5+plus years of strong model validation/data analytical skills, including data quality validation, descriptive statistics and predictive modeling experience.

- Demonstrated experience in successfully implementing projects in the financial services industry, preferably with Operations experience.

- Demonstrated experience in working across technology, compliance and business lines and managing interdependencies between different stakeholders.

- Mantas, AML monitoring systems and Spotfire experience a plus.

- Knowledge of the local/regional laws and regulations applicable to anti-money laundering is a plus.

- Must have a strong background in statistical techniques (especially discriminant analysis, regression, decision trees) and methodologies (sampling approaches). Financial modeling of regulatory/risk analyses is advantageous.

- Awareness of modern techniques including machine learning and data analytics.
