Sr. Manager Commercial Equipment Outsourcing -Manufacturing Industry

- Tata Steel is driving capacity augmentation through both organic and inorganic growth. There are various capital projects which are under execution / to be executed at different locations of Tata Steel. For successful implementation of capital projects, it is required to deploy the world class procurement and contracting practices to cater to requirements of projects.

- Project Procurement (Commercial) is a department under commercial function of E&P division which provides services to Project Managers to ensure timely placement of orders to satisfy needs of customer within optimum time and cost with topmost priority to safety, quality, statutory requirements and productivity.

- Project Procurement, in a nutshell, can be defined as Procurement of Plant, Equipment and services independently or together to create new capacities or effect changes in its existing capacities. The function has several complexities and calls for stringent planning since long gestation periods are involved and require continuous monitoring.

- Since the buy is directly related to performance of assets, there is a need for specialized skill sets, in addition to adequate resources and systems. At the Engineering & Projects Division, Project Procurement is one of the key support processes to the ongoing capital expansion projects at Jamshedpur. These processes incorporate inputs from internal and external customers as well as vendors and partners.

- The purpose of the job is to ensure timely finalization of equipment outsourcing contract for manufacturing to meet the requirement of various ongoing Projects of TSL ensuring cost & quality norms meeting governance framework.

- The incumbent will be overall responsible for vendor development, strategic sourcing, manufacturing of product within quality & monitor the total cost per tonne of fabrication.

- Focus on and contribute in cost management, ensuring product and service quality superiority and speed in the overall delivery process.

- Ordering as per the schedule projected by user/Project Manager and respective DUs.

- Knowledge of the standard procedures of Commercial, contractual clauses and adherence.

- Issuance of RFQ, analysis of price offers and prepare negotiation strategy. Managing the auction strategy as per the market situation.

- Working knowledge of SAP, WBS element, Order preparation and amendment. Preparation of sanction request, SAP orders and change orders.

- Ensure supplies as per the required schedule and establishing a long term relationship with the vendors.

- Adopting latest sourcing model, auctioning, substitute product introduction etc. This also includes strategic decisions for gaining long term and short term advantages.

- Implementing IT-based system and taking up the improvement initiatives for performance enhancement.

Key Accountabilities & Job Responsibilities:

- Understand the technical scope and ensure project contracting as per management norms

- Exploring market for right vendors and maintaining standard vendor panel for effective and competitive buying

- Negotiation & finalization of contract based on various levers i.e. market intelligence, industry analysis, cost model, analysis of past data, life cycle cost-based buying decisions to ensure optimum cost

- Broad knowledge of marketplace and vendor base commodity wise to ensure right vendors for effectively administering the commercial process and monitor performance to ensure delivery & quality. Devise strategy for negotiation & resolve commercial issues. Ensure order placement fulfilling the requirements of management ensuring contractual obligations

- Plan and execute indents in time by interacting with various internal and external customers as well as vendor partners ensuring governance process. Experience on sourcing and procurement enabler technologies - SAP, IPMS, E- procurement. Coordination with Expediting team for on time delivery of supplies.

- Prompt action on PR to source right quality material within required timeframe. To craft negotiation strategies & close deals with optimal terms. To secure good vendor performance including prompt deliveries & acceptable quality. On time resolution of vendor queries. Vendor development to ensure ample vendor data base for effective and competitive buying. Coordination with Design & Engineering and Project for getting scope clarity. To find reliable alternative sources of supply.

Qualification, Experience & Skills:

Educational Qualification: B. Tech / B.E. / MBA preferred

Relevant Experience: Sr. Manager: At least 7 years of overall experience in Procurement/Commercial, experience in Equipment Outsourcing- Manufacturing buy along with SAP Knowledge is preferred.

Technical/Functional Competencies:
