Job Overview
- The Senior Payroll Manager will serve as the leader of the Qualcomm U.S. Payroll function, its processes, and internal or external relationships with Human Resources, Legal, Benefits, Employee Relations, Stock Programs, IT, Tax Auditors, ADP, and other related entities.
- This position will be responsible for developing, implementing, and maintaining processes that will contribute to efficient payroll processing for approximately 16,000 employees paid bi-weekly across multiple states in the US, most of which work primarily from our headquarters in San Diego.
- This position will also partner with the General Accounting team to assist with payroll related journal entries and account reconciliations.
- This position will also provide support to our Finance Team about budget planning and forecasting.

- The individual must have demonstrated experience scaling payroll processes including the optimization of payroll system functionality and its integration with HCM and other ancillary systems feeding ADP.
- The Payroll Senior Manager will report to the Senior Director, Finance (GAOC), located in Hyderabad and responsible for overseeing a team of four.
- Oversee all aspects of payroll management including routine payroll processing, tax and benefits compliance and reporting, and SOX compliance
- Review payroll data and analytics for each payroll cycle
- Analyze payroll processes and controls, identify efficiencies for improvement, drive change, and manage priorities
- Scale payroll processes with a focus on process improvements and system optimization (ADP/Workday)
- Partner with IT to optimize system functionality and exploit opportunities for automation
- Develop, mentor and effectively leverage Payroll Manager, and two Payroll Sr. Analysts.
- Oversee the review and approval of all payroll related reports, including governmental and regulatory filings
- Monitor compliance with applicable federal and state laws and regulations
- Monitor employee inquiries and ensure that all inquiries are promptly and appropriately resolved
- Manage stock-based compensation processing in payroll, including option exercises & RSU's and ESPP for proper income reporting and tax withholding
- Partner with Human Resources to facilitate the accurate and timely processing of leaves of absence as well as changes to employee benefits
- Liaise with external auditors and manage payroll related audit
- Perform other special projects and analyses as directed by management

Minimum Qualifications :
1. Degree in accounting, business, or equivalent experience.
2. CA/MBA a plus, this will be US time shift
3. 12+ years of total payroll experience; at a minimum 4+ years of experience supervising a payroll team with complex payroll processing environment in an organization with a minimum of 10,000+ exempt and nonexempt employees in a multi-state environment
4. Certified Payroll Professional certification
5. Excellent relationship building and business collaboration skills
6. Outstanding written and oral communication (English), organizational and leadership skills
7. Strong organizational, problem-solving, and analytical skills with process improvement mentality
8. Ability to handle multiple tasks, set priorities and meet deadlines in a high-volume, fast-paced environment
9. Expert skills with payroll software/HCM (i.e. ADP Global View and HCM systems such as Workday) with payroll implementation and integration experience as well as imports/exports for ongoing processing
10. Excellent understanding of payroll systems, data workflows and root cause analysis
11. Strong Excel, math, and general technical savvy.
12. Current knowledge of applicable US federal and state wage and hour laws and taxation, with multinational experience a plus
13. Knowledge of taxable and non-taxable earnings and expenses; payroll tax laws and complex employee benefit programs impacting payroll
14. Strong knowledge of payroll accounting and reconciliations
15. Experience in managing and documenting payroll controls for compliance with SOX
16. High degree of accuracy, attention to detail
17. Strong understanding of equity related transactions (RSU, ESPP gain, Stock Options)
