1. POSITION(S) VACANT: Proposal Development Specialist, International Union Against Tuberculosis and Lung Disease (The Union), New Delhi

2. ORGANIZATION BACKGROUND :

- The International Union Against Tuberculosis and Lung Disease (The Union) is an international scientific organisation headquartered in Paris, France. Established in 1920, The Union's goal is to promote national autonomy within the framework of priorities of each country, by developing, implementing, and assessing anti-tuberculosis, lung health and non-communicable disease programmes, as well as other public health issues.

- The Union has been working to improve health for people in low and middle-income countries, by conducting scientific research, and working with governments and other agencies, to translate research into better health for people around the world, and delivering projects directly in the field, driving change to ensure the best quality care.

About the Project :

- iDEFEAT TB has been set up to provide institutional strengthening to accelerate actions for addressing TB and Drug Resistant TB in India and is USAID's flagship TB project in India. The overall goal of the project is to strengthen TB-related institutions, focusing on programmatic and clinical management of patients with TB and DR-TB, thereby contributing to the achievement of India's National Strategic Plan and targets, set forth at the United Nations High-Level Meeting on TB.

- iDEFEAT TB will be implemented by The Union-led consortium, comprising Collaboration for Elimination of TB in India (CETI), ECHO India, Empower School of Health (Empower), Foundation for Medical Research (FMR), IQVIA and KNCV TB Foundation (KNCV). The project works in close collaboration with the Central TB Division (CTD), Ministry of Health and Family Welfare (MoHFW), to manage the network of identified diagnostic, treatment and program management institutions

3. JOB DESCRIPTION/RESPONSIBILITIES :

- Reporting to the Regional Director, The Union South-East Asia Office, the Proposal Development Specialist (PDS) will be responsible for driving and accelerating the engagement of corporate and private sector partners in contributing to the Government of India's 'Call to end TB in India by 2025.'

- S/he will develop proposals for corporate and private sector partners to leverage resources for TB care and control. The PDS will work closely with the iDEFEAT TB Project Team, government, private sector, corporations, relevant associations, and other stakeholders, to mobilize private sector leadership to address various challenges for ending TB in India.

- The post-holder will predominantly support the Corporate TB Pledge initiative for mobilising companies to invest in TB projects and interventions through increased corporate social responsibility (CSR) funding. The incumbent shall also support business development and resource mobilization for the project by ensuring the successful completion of effective proposals.

Key Roles and Responsibilities :

(1) Develop business development strategies for Corporate TB Pledge initiative which shall include :

(a) Developing project proposals for corporate supported projects;

(b) Overall coordination of resource mobilization initiatives;

(c) Developing resource mobilization strategies for TB;

(d) Developing SOPs for the operation and management of TB Fund;

(2) Research, write and organize information in a professional and credible manner;

(3) Work closely with the iDEFEAT TB Project team to identify requirements;

(4) Review project documents, reports, evaluations, and best practices for designing proposals;

(5) Ensure the preparation of competitive proposals with appropriate budgets and log frames;

(6) Identify and re-work existing pre-written content where relevant;

(7) Manage activities in accordance with the standards, policies and procedures of The Union and donors; Exercise appropriate controls and accountability over all funds, physical assets and other property;

(8) Perform other relevant duties as required by the Corporate Pledge team, Project Director iDEFEAT TB and the Regional Director of The Union South-East Asia Office.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES :

Qualification :

(1) Applicants must have MBBS degree;

(2) Advanced degree/diploma in management (sales/marketing), social science, communication, international development or related field shall be preferred.

Experience :

(1) Applicants must have a minimum of eight years' experience in managing a similar role, preferably in Public Health;

(2) Experience in writing competitive proposals for international donors;

(3) Experience in writing good quality, health sector proposals;

(4) Understanding of the broad landscape of the National TB Elimination Program (NTEP);

(5) Prior experience of working with international not for profit organizations on USAID or other donor funded projects, is desirable;

(6) Experience of providing technical support to public health projects, is desirable.

Skills and Competencies :

(1) Excellent communications and public relations skills;

(2) Excellent drafting and presentation skills, including the ability to draft clear and concise reports;

(3) Excellent skills in MS Office;

(4) Excellent skills and ability to build confidence and manage relationships with corporate and private sector partners;

(5) Detail oriented with demonstrated organizational skills and ability to plan, set priorities, and handle multiple tasks under tight deadlines;

(6) Experience of working with diverse teams;

(7) Willingness to travel per project needs;

(8) Excellent organizational skills and ability to successfully manage competing priorities and meet deadlines.

5. COMPENSATION OFFERED : Gross compensation for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
