1. POSITION VACANT : Project Manager, Reach to Teach, Ahmedabad/ Gandhinagar, Gujarat

2. ORGANIZATION BACKGROUND :

Reach to Teach (RTT) is an education charity that works with governments and other like-minded organisations to improve the quality of primary education. RTT exists to transform lives of children in remote and marginalised communities in India by focusing on transforming classroom teaching practices and teacher-to-child engagement.

Founded in 2003, RTT has grown into an established charity improving the learning outcomes of children in the state of Gujarat and believes that the most important factor in improving children's learning is the quality of teaching. RTT's technical know-how has brought international best practices in education to rural schools in Gujarat and they are committed to continue using these skills to ensure that these best practices are reflected in schools state-wide.

RTT is currently focused on working in coalition with other organisations to support the Government of Gujarat's work to deliver systemic change to generate better foundational literacy and numeracy outcomes.

GCERT Project :

RTT has recently signed an MOU with Gujarat Council of Educational Research and Training (GCERT), the apex institution in the state for the enhancement of qualitative education at primary and secondary schools in Gujarat.

Working closely with the Reach to Teach's (RTT- s) education leadership resources, the GCERT support programme team will deploy RTT's expertise and knowledge of international best practices in the development of education professionals to support the GCERT in developing and delivering their programmes. The initial work of the team will involve scoping and understanding the work of GCERT to identify where they will be able to add value following RTT's mandate to promote quality teaching and learning.

3. JOB DESCRIPTION/ RESPONSIBILITIES :

- The incumbent shall work under the guidance of the Director GCERT Support Programme and lead design of approach, define the scope, manage deliverables, timelines, budget and people to successfully deliver the implementation of new the programs under GCERT.

- S/he will resolve conflicts and barriers that arise during the project and flag risks in time and take effective measures to mitigate them including escalating issues and identifying opportunities for possible synergies.

- The incumbent shall also manage dependencies between various work streams within the project and ensure the successful completion of the project and ensure standardisation of quality and operations across the state, district and block level trainers, training design experts and content developers.

Reporting to the Director - GCERT Support Programme, the Project Manager shall be responsible for the following:

Key Roles and Responsibilities :

A. Program Planning and Implementation :

(1) Work with GCERT to analyse the need, agree on key priorities and identify quick wins and long-term interventions to improve the overall quality of teaching;

(2) Agree on the scope and support that RTT will provide to GCERT in the immediate term, till the long-term interventions are implemented;

(3) Work with different work streams within the GCERT programme of RTT to implement areas of quick wins;

(4) Identify levers for long term success and work with the government to plan and design new programmes;

(5) Manage and execute programmes by developing teams, assigning tasks, checking the status and taking timely action on deliverables;

(6) Provide support in design the processes, guidelines, tools and templates required to implement the programmes successfully;

(7) Develop standards for measuring project performance and operationalise a system for collecting feedback regularly, incorporating the same back in the program, hence creating an agile and robust process over time;

(8) Constantly monitor the budget, timeline, issue resolution and the quality of deliverables and ensure that standardisation of operations is maintained at every level;

(9) Share regular updates about the project to the external and internal stakeholders in a proactive manner;

(10) Identify all foreseeable risks such as unrealistic time and cost estimates, changing requirements and helping mitigate those in time;

(11) Work with other RTT employees to draw on national and international best practices, including teaching and learning approaches for foundational literacy and numeracy, and apply those in my work;

(12) Use sound judgement and sophisticated interpersonal skills to gauge the ecosystem, propose new ideas and influence decisions. Work under the guidance of the Director GCERT Support Programme to make effective decisions to move the project forward;

B. Communication and Stakeholder Management :

(1) Build up front, a relationship of trust with the government officials, under the direction of Director GCERT Support Programme and ensure seamless coordination and coherence in the support provided to the department;

(2) Liaise closely with RTT's lead for government relations, and other relevant stakeholders to strengthen relationships with the office of DPE;

C. Teamwork and People Management :

(1) Manage RTT's performance issues, conduct reviews, and formulate development plans for the team members to meet current and future skills needs;

(2) Promote and embody RTT's culture of openness, innovation, involvement, teamwork and performance;

(3) Maintain the highest standards of personal and professional integrity and be a role model for RTT's values and behaviours;

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES :

Qualifications :

(1) Applicants must be a graduate/Post Graduate from a recognized university;

(2) Applicants with a Master's degree in Management or equivalent is desirable. Applicants with relevant certifications, in Project Management, shall be at an advantage.

Experience :

(1) 5-8 years- experience of executing multi-stakeholder transformation projects, of which three years at a managerial level, preferably within the education sector or consulting or in large scale operations;

(2) Familiar with the challenges and complexity of multi-stakeholder projects;

Skills and Competencies :

(1) Ability to engage and lead teams and persuade people;

(2) Ability to create relationships of trust with stakeholders, generates positivity, natural team player moves tasks to completion;

(3) Collaborative and solutions focused;

(4) Ability to read, write and speak in Gujarati at a functional level;

(5) Ability to develop a programme architecture that helps meet the programme goals;

(6) Ability to think clearly and rationally, understanding the logical connection between ideas;

(7) Ability to identify gaps, opportunities and synergies;

(8) Ability to anticipate, interpret and assess client or stakeholder needs, identify trends, generate original ideas and innovative solutions;

(9) Ability to successfully manage different work streams with different delivery dates and stakeholders;

(10) Adept at speaking, able to deliver instructions that are accurate, clear and concise, excellent listening skills;

(11) Ability to take the project forward even in the face of rejection;

(12) Ability to articulate and communicate well to all stakeholders (both verbally and in writing) in a manner that meets the diverse needs of different audiences;

(13) Ability and willingness to travel as per the job requirements.

5. COMPENSATION OFFERED :
