Job Description:

The project analyst is expected to provide expert input into all projects on the financial structuring and explicit and implicit financial costs to government. In Particular the Analyst will be required to:

- Ensure that the Project concept note and pre-feasibility report of the sponsor department captures all the information relating to the project.

- If a detailed feasibility is yet to be done, assist the sponsor department in the consultant selections process.

- During the feasibility study and in the conclusion evaluate whether all the relevant and pertinent information has been captured and reflected in the report.

- Work with the sponsor department concerned in providing data ensuring that the consultants get/ evaluate and reflect all the sponsor departmental inputs.

- Evaluate the consultant recommendations on project implementation modalities and give an independent assessment.

- Work with the bid process consultant to ensure that the bid documents and the draft concession agreement are

(a) as abiding by the process specified in the various state laws especially the State Transparency in Tenders Act and the PPP rules

(b) clearly spells out the project modalities

(c) risk assessment and allocation are comprehensive and accurate

- Analyse all financial models both in the feasibility studies and in proposals submitted as part of the competitive bidding process to ensure that the projects are affordable, financially sound and sustainable with appropriate risk allocation

- Review of the existing study and financial model and update the reported findings in line with the current environment

- Conduct an extensive financial evaluation of each project and develop proposals for its financial feasibility and viability as a PPP

- Develop a detailed and costed business plan for each flagship project and negotiate their sale to private investor.

Qualifications -

1. Must have atleast 7-10 years of successful, verifiable and relevant experience in a project development role working on Government or PPP projects

2. A post graduate qualification in management or finance

3. Must be able to analyse and solve complex problems

4. Must have a balanced personality with excellent communication and interpersonal skills

5. Must be able to work independently as well as part of a team.

6. Must be proficient in English and Tamil.
