Summary Of The Overall Job : - The role of Director - Community Development Programmes at Plan International India provides a quality and thematic steer to Plan India Programmes as a member of the Country Management Team (CMT). - The position is responsible for leading a team of project managers who provide direct Services to the most vulnerable sections of society and build innovative programmes for Programme Implementation team to ensure wider and deeper impact and better outcomes of the Plan programmes in various thematic areas. - The position is responsible for leading on Gender,Education and Child protection at the national/ regional level, representing Plan India's technical expertise in the Developmental sector at Government Ministries and in other development sector actors and agencies. - The role also provides strategic direction in sync with the Plan International Global vision of advocating and influencing movements so that girls can Learn, Lead, Decide and Thrive. LEADERSHIP FOR PLAN INDIA : - As a member of the CMT, to provide strategic leadership to Plan India and participate in key decision making meetings for the organization - To work closely with other members of the CMT to develop and deliver a high quality national and global policy influencing agenda on Plan India's prioritized themes for the current Strategy period and build a baseline for the 5 year Country Strategic Plan (CSP). - Lead on strategic initiatives on Gender, Education and child protection to fulfil the Plan International Global vision of influencing movements for girls to be able to Learn, Lead, Decide and Thrive. STRATEGY DEVELOPMENT AND IMPLEMENTATION : - To represent Plan India and participate in the development of the regional strategy for various thematic areas at the APAC/ Global levels - To develop a fully integrated country strategy for the Programme Strategy and Innovative pilots in line with the current Country Strategic Plan (CSP) objectives and drive its implementation - To guide the project/state leads in the development of the thematic strategies in line with Plan's current CSP and drive its implementation - To maintain a strategic overview of issues relating to impact assessment, evaluation and learning, monitoring trends in the external environment and considering these during the organisational strategy and planning processes - To participate in the Technical Advisory Group (TAG) meetings and facilitate discussions between the CMT and managers on national development priorities, innovative direct implementation evidence-based monitoring and evaluation, fundraising, communication and branding, and fiduciary issues, as required - To prepare and present the Programme innovations, MERL budget and justify the budgeted costs/ expenditure to the Senior Management - To guide the Senior Managers and Coordinators - in utilization of budgets for the department as per the plan PROGRAM SUPPORT & CAPACITY BUILDING : - To provide the requisite guidance for enabling the Programme Team to plan and design the sponsorship/grant programmes in their respective thematic areas and pilot innovations directly. - To guide the development, design and pilot of new programmes in various thematic areas across Regions to ensure far-reaching impact and approach potential donors for new grant opportunities - To ensure alignment of Plan's programmes with Plan's overall impact agenda, government policies/ programmes, other social welfare schemes and socio-economic scenarios in the regions Capacity Building : - To ensure that the team conducts regular and relevant capacity building sessions for the Programme Implementation team - To ensure that the managers regularly disseminate new development in their respective fields and are encouraged to write papers, researches and build a body of documentation of Plan Programmes and further dissemination of these. - To review the M&E reports for high-impact programmes and ensure effective thematic or research interventions, as required - To ensure execution of the online MIS system for capturing the data from the field programmes and present it at various forums for informed decision making by the management. Gender & Inclusion : - To represent Plan India's interest as a key affiliate in the wider global confederation with respect to the Global Programme Strategy and Policy team and Gender areas in other groups identified for this purpose - To showcase Plan India's expertise in different thematic areas at various technical committees of the Government, national, regional and international networks and forums, inter-agency groups, etc. - To ensure writing impactful proposals for donors and thematic papers and presenting them at various forums - To oversee the creation of knowledge hubs in various states for the particular thematic domain to enhance state level engagement with the government and CSOs - To provide technical consultation on varied themes impacting Child rights and issues to the Government ministries, UN Agencies, etc. - To continuously review the policies and gaps at the national and state levels and prepare inputs for Advocacy - To advocate for policies that support the achievement of the Plan goals and objectives in various thematic areas and build alliances in government, NGOs and community groups towards achievement of these goals PROPOSAL DEVELOPMENT : - To guide the development of quality proposals and concept notes for different grant projects - To review high-value/high-impact proposals and provide required feedback on them - To sign off on the final drafts of proposals and concept notes TEAM MANAGEMENT : - To address the training needs of the team members and lead capacity building for the team - To facilitate the team by efficiently managing the performance of staff reporting directly - To provide guidance and support to the Sr. Technical Advisors for bringing wider impact by the existing programmes in their respective thematic areas - To strengthen inter-team communication, engender good team dynamics and resolve internal issues as required - To conduct performance appraisal of the team members - To coordinate with the HR department for closing vacant positions
