Exp: 12-20 years

Job Location: Africa

Qualification: Holds an Engineering Degree or has the equivalent engineering experience. Valid qualification in occupational health and safety. Knowledge in OHSAS 18001 and EMS (ISO - 14001) Certifications.

Note: Port Experience is must.

Essential Duties and Responsibilities :

1. Directs the conduct of investigations concerning fatal or serious accidents and other incidents, including the survey of damaged cargo and equipment, reviews the accident and/or incident reports prepared by the Safety team as well as assuring the implementation of corrective measures instituted by all concerned to eliminate the causes of accidents.

2. Determines the safety training needs of the Employees, particularly the Equipment Operators. Formulates training programs.

3. Create and updates manuals on dock work safety and conducts the training when the need arises.

4. Create and updates orientation seminars for newly hired Employees specifically regarding port safety. Ensuring that Safety Officers are conducting the seminar in a proper manner.

5. Oversees the activities of the Disaster Brigade (fire, earthquake, flood and typhoon brigade). Administers training on the followings aspects when the need arises:

a. Basic first aid training

b. Basic life support (CPR) training

c. Fire prevention and control

d. Proper ways to operate fire extinguisher

e. Proper ways to handle, advance and layout fire houses

f. Proper ways to operate the hydrant and the fire pump

g. Proper care and use of the self-contained breathing apparatus

h. Others :

6. Plans, organizes, and implements safety programs on matters pertaining to the proper stacking and the safe handling and storage of cargoes as well as the effective traffic flow inside the port;

a. Sets Standard Operating Procedures for the safety of the equipment's to be used by the port employees.

b. Coordinates and/or assists the Marine Surveyor in conducting surveys inside the port.

c. Recommends provisions for safety in the handling and storage of cargo.

d. Implements the traffic regulations inside the port.

e. Supervises and/or conducts orientations/briefings to foreign and local visitors.

f. Establishes and enhances contacts with the private and government institutions, particularly the customs, Fire Department, local police and other agencies regarding safety matters.

g. Maintains continuous communication with Medical Services on matters pertaining to the occupational accidents and attends to the port's sanitation.

h. Acts as a member of the Training Program Committee and the Trainer's Circle.

i. Administers the conduct of surveys/researches to update on the latest, new technology or trends of safety programs for adaptation/implementation.

j. Performs other duties that the Operations Manager may direct from time to time

7. Manages the Safety budget.

a. Monitors general expenditures.

b. Participates in financial reviews.

c. Identifies areas of cost reduction, whenever feasible.

8. Ensures that company policies overall are applied consistently and fairly within the safety department.

a. Works closely with the Human Resources Manager to obtain clarification, direction, and consultation regarding country labor law, company policy and procedures, and consistent application.

b. Ensures safety staff is familiar with company policies, country labor law, and the procedures for implementing and maintaining consistent applications.

c. Reviews discipline within the work group to ensure fairness and consistency, and meeting the test of reasonableness.

d. Meets with employees whenever necessary to clarify and discuss policy, procedures, and rules issues.

9. Provides supervision and direction for Safety including the following:

a. Oversees the appropriate staffing levels, including hiring and promoting, within projected manpower plan.

b. When openings occur in the department, oversees the selection process. Participates in interviews and selection decisions as appropriate.

c. Assists in the negotiation of contracts for casual labor requirements.

d. Provides direction and instruction to subordinate staff, providing regular feedback and regular & annual appraisals.

e. Counsels subordinates, up to and including discipline or termination recommendations.

f. Follows company management policies and procedures in the application of managing subordinates.

g. Participates in career plan development for subordinates.

10. Meets with customers and high level visitors to the Port, providing information about the safety rules & regulations and a tour of the facility.

11. Performs other related duties as required by the management.

Essential Knowledge, Skills and Abilities :

1. Specialized Knowledge:

a. Must have extensive knowledge of safety, health and environmental issues as they affect the workplace, including local regulations, national requirements, and governmental agency requirements.Must be familiar with maritime codes.

b. Must have a working knowledge of managerial and leadership principles, with the ability to influence other management team members and lead a department of technically proficient individuals.

c. Must have familiarity with all aspects of the systems support for the port, including equipment and work flow.

d. Must have working knowledge of country labor law, company policies and procedures, and general work rules and standard operating procedures for the port.

e. Must have working knowledge of budget preparation and financial applications. This includes an understanding of basic accounting, statistics, problem solving, goal setting, and business applications.

f. Good knowledge of data analysis and risk assessment
