Manager - Procurement - Cement/Construction Industry (12-18 yrs)

Our client is engaged in manufacture and sale of gray Portland cement, premixed concrete, concrete blocks, plaster, aggregates and other construction materials.

Overview:

The Procurement Manager implements purchasing and spare parts inventory strategies and procurement policies to support operations, improve cost efficiency, impact a cost of goods reduction, reduce the supplier base, increase quality and improve delivery. Incumbent directs the Business Unit purchasing operations. Responsible for the administration and procurement of spare parts, materials, and services for the continuity of the production process.

Key Responsibilities:

- Monitor significant purchases for optimal pricing and delivery.

- Participate in purchase contracts with major suppliers.

- Establish and maintain an effective supplier base in accordance with procedures.

- Manage key supplier relationships to ensure Business Unit is receiving optimal value.

- Implement and maintain Inventory Control procedures and policies to optimize the inventory levels of spare parts and supplies, supporting maintenance, production and administrative departments according to needs.

- Implement and maintain departmental operating policies and procedures in accordance with standards and governmental regulations.

- Ensure purchased quantities meet the operations requirements while minimizing working capital in inventory.

- Manages and assesses supplier performance and establish metrics for their performance.

- Review, monitor and follow up the Key Performance Indicators of Procurement High Performance teams.

- Interview, hire and train employees; plan, assign and direct work appraise performance; set performance objectives, reward and disciplining employees; address complaints and resolve problems.

- Interact with internal departments such as Production, Maintenance, Accounting, Planning and Engineering to keep company abreast of important key issues such as decisions made affecting needed parts.

- Review and update month-end reports.

- Manage resources and priorities according to evolving business needs.

- Supports Procurement and manages resources and priorities according to evolving Business Needs.

- Immediately reacts to any safety or environmental concerns and is proactive in safety concerns by encouraging a safe and clean workplace.

- Creates and manages the business unit Procurement budget utilizing all available resources. Assists in preparing each area's budget.

- Reports budget variances and explains the reason for the variance to business unit leadership.

- Prepares capital expenditure requests and submits to leadership for review and approval.

- Others duties or special projects as assigned.

Knowledge/Skills/Abilities

- Bachelor's degree (CIVIL) and at least 12 years of successful management level procurement experience.

- Broad experience using ERP system.

- Knowledge of business process integration.

- Strong financial and accounting principles.

- Demonstrated Project Management background.

- High level of leadership in a multi-team environment.

- Demonstrated Strong decision making and problem solving in a multiple location environment.

- Solid planning and organizational experience in a multiple location environment.
