Job Purpose:

This is an opportunity to lead a business dedicated GRA team in FO, working hand in hand with the onshore Downstream (DS) GRA team to enhance and strengthen the DS business risk and controls framework covering the various Classes of Business (Co B) - Retail, GC, Manufacturing, Chemicals, US Pipeline, and T&S.

The FO DS GRA Business Services Manager will have a strong dotted line to the DS and T&S GRA Manager (onshore) who owns the overall governance and assurance framework for DS and T&S.

He/she will be a member of the onshore DS GRA Leadership Team. The candidate will develop a thorough knowledge of the Downstream and T&S Business and Business risk, governance, controls and assurance activities. He/she will have regular interactions with senior key stakeholders as needed to support the various activities.

The FO DS GRA Business Services Manager will play a key role supporting Downstream (including T&S) in driving operating effectiveness of the Downstream Business Risk and Control framework, supported by a team of 5 direct reports for Business GRA, 1 direct report for Data Privacy Assurance and 1 direct report for OTC control framework.

- The candidate will support the onshore DS and T&S GRA Manager with regards to cross DS (non - specific COB) risk controls and assurance activities He/she will liaise with various relevant functional assurance providers in that respect.

- The candidate will be responsible for developing, coordinating and improving effectiveness and efficiency of processes, procedures and tools to be applied by both the offshore and onshore DS GRA teams across the various COBs, to support the onshore DS GRA team in meeting its objectives, consistently with requirements defined by the DS & T&S GRA Manager and with Group GRA guidelines where applicable.

- The candidate will ensure that his/her direct reports support effectively the various DS COB GRA managers and the DS & T&S GRA manager with regards to COB/T&S risk and assurance activities.

- He/she will build strong working relationships with Group GRA and other parts of FO providing services to the Downstream Business, ensuring that services remain fit for purpose as both business and service areas evolve. Monitoring when changes are necessary and then managing change both in requirements and services will be essential.

Key Relationships:

- Downstream GRA & T&S Manager

- DS Functional GRA managers (e.g. HSSE, IT, Tax, Treasury)

- DS COB GRA managers

- Group GRA

- FO Functions (Design, Deploy, Assurance Applications team)

- FO DS Financial Control Manager

- DS Risk Focal points (Primarily VPs)

- GM Data Privacy DS

- Finance Manager Offer to Cash (OTC)

Principal Accountabilities:

The key accountabilities of the FO Downstream GRA Business Services Manager include:

General:

- Provides leadership to the FO DS GRA Business Services team, maximize opportunities to develop the team members

- Promotes safe, secure and sustainable working practices

- Ensures ongoing leadership and competency development of self and team

Downstream Business Specific:

- Manages the risk reporting process at Down-stream level, i.e. coordinates the DS Risk Forum (including both COB GRAs and functional assurance providers), manages updates and reviews of the overall DS risk map, and represents DS together with the DS and T&S GRA Manager in the Group Risk Forum.

- Manual of Authority: as delegated custodian of the DS Manual of Authority, ensures that it is maintained effectively.

- Assurance planning: maintain and enhance the DS assurance planning overall framework on behalf of the DS and T&S GRA manager.

- Group assurance letter process: prepares the DS business assurance letter and manages the overall process to ensure that Down-stream businesses understand the assurance they must give and provide in a timely manner.

Develops and maintains processes for continuous learning from assurance outcomes and control incidents in DS identifying issues and trends for management action to improve effectiveness and address gaps in the control framework. Oversees the Learning from Incidents (LFI) process and ensure sharing of learnings.

- Supports the DS Business Assurance Committee (BAC), developing the agenda in conjunction with the DS and T&S GRA Manager, responsible for the preparation of the quarterly DS BAC pack and pre-read, and preparation of the quarterly VP Controller's Note for Information (NFI). This is completed on behalf of the DS and T&S Manager who has accountability as BAC Secretary.

- Coordinates Cross COB /Function initiatives on GRA activities and leads, such as assigned as part of the Global or DS GRA team priorities.

- Liaises with Group Compliance and assurance (FL/R) and Corporate Functions GRAs, to ensure that issues impacting DS are addressed and that the Global Governance Risk and Control framework for DS is aligned with that for the Group and for Group functions. Liaises with DS COB assurance managers to ensure harmonization/ consistency of the Control framework across COBs within DS.

- Support the DS and T&S GRA Manager in establishing and monitoring the onshore GRA budget.

- Ensures that the Senior GRA analysts support effectively the various DS COB.

- Owns the Business Control Owner confirmation process and report out.

- Provides GRA support to the VP of Acquisitions and Divestments.

- Identification of CI opportunities across COBs on FO GRA activities

Data Privacy:

- Ensures that the FO Data Privacy Assurance analyst works closely with the DS Central Data Privacy Team, FO Controls Design and Deploy and the Business in order to contribute to the development of the Data Privacy Control Framework and its application in a changing business and legislative environment.

- Provides LOD 2 Assurance on the Data Privacy framework including building the test plan, testing of the controls and report out on health of the framework, remediation actions being tracked for closure and testing.

Key Challenges

- The majority of the team members reporting to this role will be newly recruited into their role within SBO Chennai and Manila. The migration of the roles to this new team (currently performed in SBO Glasgow) will be underway with a planned go live date of 1 March 2018.

- The Downstream business is broad and complex, with significant changes in business activities, organization and processes occurring continuously.

- Successful delivery of this role will be stretching and will provide the successful incumbent with an opportunity to gain a comprehensive understanding of Downstream, both from a business and FO perspective. The successful candidate will need to be proactive, quickly building up the business knowledge, ability to resolve issues with limited guidance and to work independently, along with a strong drive to deliver and contribute to the business. Ability and enthusiasm to learn are key for a successful interpretation of this opportunity.

- The role requires working effectively across both organizational and cultural barriers to influence key stakeholders to establish, operate and maintain robust risk based control frameworks. The skill to operate in an environment, where effectiveness will be achieved through influence rather than (line) authority.
