Johns Hopkins Bloomberg School of Public Health

Uttar Pradesh Health Systems Support Project

Background:

The Johns Hopkins Bloomberg School of Public Health (JHSPH) aims to hire one or more Project Associates for the Uttar Pradesh (UP) Health Systems Support (HSS) project. With funding support from the Bill & Melinda Gates Foundation and under the auspices of the Uttar Pradesh Technical Support Unit JHSPH is contributing technical and analytical support to strengthening the health system in the state of Uttar Pradesh, India.

This is a broad project with planned and ongoing analytical, design and implementation work in the field of human resources for health with a key focus on organization design (OD), organization behavior (OB), and learning and development (L&D) among other areas. The purpose of these activities is to ultimately strengthen health institutions and human resources in the public health system of the state.

Location: Project Associate will be based in Lucknow, Uttar Pradesh.

Specific Responsibilities:

1. Review relevant literature and policy documents, staying up to date with best practices in Human Resources (HR) management and planning.

2. Support design and implementation of Organization Design (OD) and Organization Behavior (OB) interventions in the Directorate of Medical and Health Services.

3. Support design and implementation of HR systems including Learning and Development (L&D) and Performance Management (PMS) of Department of Medical Health and Family Welfare with over 300,000 health workforce.

4. Undertake HR analytics, particularly using quantitative methods and employing data from the Electronic HR Information System (HRIS) for effective workforce planning, equity analysis, policy inputs etc.,

5. Lead interactions and advocacy with Government and partner agencies as required.

6. Conduct qualitative research including interviews and focus-group discussions with Government staff and clients and analyze data from such research.

7. Contribute to analyses and write-up of reports or research outputs.

8. Providing administrative support to the workplan including coordination of relevant workshops and events

Required Qualifications:

1. An MBA with a focus in Human Resources (HR) from a Tier-1 institute and a keen interest in contributing to strengthening public health systems. Alternatively, advanced degree in public health or a related field, preferably with a focus on health systems and HRH.

2. A minimum of 2 years of relevant professional level experience. Management consulting experience with/ or experience of design and implementation HR functions particularly Learning and Development or Performance Management preferred.

3. Knowledge of research and analytical methods

4. Knowledge of HR best practices.

5. Ability to establish and maintain effective working relationships, including with government and development partner officials.

6. Ability to independently manage the timely completion of tasks

7. Familiarity with the Indian context, particularly health systems, HRM and policy making processes.

8. Ability to communicate effectively, both orally and in writing.

9. Fluent in Hindi and English
