About Janaagraha Janaagraha is a non-profit trust, established in 2001, working towards the mission of transforming quality of life in India's cities and towns. It works with citizens to catalyse active citizenship in city neighbourhoods and with governments to institute reforms to city governance (what we call "City-Systems"). Janaagraha part of the JANA Group - one of India's best-known groups of not-for-profit institutions working towards the mission of fixing India's cities. Swati Ramanathan and Ramesh Ramanathan co-founded Jana Group in 2001 and it presently works across citizen participation and city governance reforms (through Janaagraha Centre for Citizenship and Democracy), city planning and design (through Jana Urban Space Foundation), banking and financial services for the urban poor (through Jana Small Finance Bank) and affordable housing for the urban poor (through Janaadhar). About the Public Finance Management Team The team strongly believes that an improved public financial management and accountability system is critical for India's Urban Local Bodies to improve governance, ensure better planning of resources, realistic and participatory planning of expenditures, clear and regular reporting and consequently provision of better urban infrastructure and services. The team, comprising of passionate and eclectic mix of young professionals, is working with the central government as well as multiple state governments on supporting policy and implementation reforms. Interventions are designed for digital PFM, specifically in areas of intergovernmental fiscal transfers, online grant management for integrated view of desired outputs and outcomes, framework for just-in-time fund transfers, works management for transforming end-to-end procurement system, and outcome budgeting, to name a few. A central team is positioned to develop thought leadership and products / models for implementation, anchor all state engagements, support project management and enable cross-learning. Each state engagement will be led by a state-embedded team. The state team will work closely with the senior leadership in departments of Urban Development and Finance, in designing and implementing PFM solutions, liaising with multiple stakeholders and documenting state specific learning. We are urgently looking to hire a highly motivated and passionate individual as Managers for the central and state's team, to drive systemic reforms in PFM. They should display self-starter attitude, having the ability to liaise with internal and external stakeholders across all scales. They should be creative problem solvers and effective communicators, displaying excellent written, oral and presentation skills What will the Manager - Public Finance Management really do? The Manager will be responsible for leading the implementation of state-specific digital PFM solutions, ranging from design of the intervention, liaising with multiple state and ULB level officials, documenting the use case framework and learning, managing data analysis and many day-to-day activities at the State Department. A) Development of use cases for implementation in the state and pilot implementation - Develop model for shared digital infrastructure in collaboration with state/union governments and other organizations for: - Automated grant transfers, just-in-time funding & fiscal transfers to achieve integrated view of outlays, outputs and outcomes at transaction, scheme/mission, function/dept, and ULB levels - Works management and tracking KPIs for effective program/ project monitoring and tracking of outcomes/outputs - Lead the program management for implementation of the adopted PFM intervention in the state - Provide technical support to state & urban local governments in implementing PFM reforms - Ensure smooth running of day-to-day operations, troubleshooting and managing relationships with all stakeholders in the state B) Engage with Public Finance Management ecosystem - Maintain relationships with government, partners, stakeholders and donors to achieve active collaboration, cooperation and alliances on programme development and implementation; - Build relations and partnerships with senior government officials, other stakeholders and NGOs; and participate in all relevant events; - Maintain strategic partnerships and manage and implement resource mobilization strategies; Qualifications and Experience - Chartered Accountant or Master's degree or equivalent in economics, business administration, public administration, public policy or other directly relevant fields; - 8+ years of experience in government advisory, public finance, business consulting or in a non-profit; - Field based experience working with multi-cultural and geographically diverse and spread teams; - Prior knowledge of IFMIS, PFMS, Treasury system, Infrastructure Financing or exposure to the public finance sector is desired What does it take to be Manager - Public Finance Management (PFM) Core Competencies - Effective communication - Managing large projects efficiently, where multiple internal and external stakeholders need to work together quickly and seamlessly - Creative problem solving - Program Management - Proactive stakeholder engagement Functional Competencies - Excellent project plan formulation, implementation, monitoring and evaluation skills - Excellent ability to manage a diverse set of stakeholders, in and outside of government - Ability to operate with minimal instructions & supervision - Ability to advocate and provide policy advice and interact with high level decision makers - Excellent team management skills This is for 2 year contract, extendable based on funding & performance.
