About the Organization

The Abdul Latif Jameel Poverty Action Lab (J-PAL) is a global research center working to reduce poverty by ensuring that policy is informed by scientific evidence. Anchored by a network of 200 affiliated professors at universities around the world, J-PAL conducts randomized impact evaluations to answer critical questions in the fight against poverty. J-PAL South Asia, based at the Institute for Financial Management and Research in India, leads J-PALs work in the South Asia region. J-PAL South Asia conducts randomized evaluations, builds partnerships for evidence-informed policymaking, and helps partners scale up effective programs. Over more than ten years of existence, J-PAL South Asia has conducted 182 ongoing and completed randomized evaluations.

About the Position

J-PAL SA, based at the Institute of Financial Research and Management in India, seeks a Communications Manager under its recently launched initiative Creating Learning Opportunities for Public Officials (CLOP) in India.

The CLOP Initiative is a fund dedicated to supporting the Government of India's Department of Personnel and Training (DoPT) and other Government training institutions in their efforts to assemble a global coalition of knowledge partners and universities. By working in close partnership with DoPT, the CLOP initiative will help create a platform that will provide lifelong learning opportunities to public officials in India to build their skills and knowledge across a wide range of domains.

The Communications Manager will play an important role by contributing to the CLOP initiative and will work closely in order to provide support in content creation, stakeholder management, and leading the overall communications strategy for the CLOP team. The candidate will work 75% of his/her time on the CLOP initiative and will provide support to the J-PAL SA Communications team for the remaining 25%.

Responsibilities

Working closely with the Project Director, the communications manager will:

- Develop and implement a cohesive communications strategy, which includes envisioning and designing media strategy, new age technology, website design knowledge, and e-communications for the C-LOP team and its government partners.

- Strategize on new products, launches, events, and promotions.

- Assemble and oversee a diversely skilled communications team and ensure high quality, consistent and coherent content

- Oversee the writing, production, design, and distribution of a wide variety of publications and collateral materials, including reports, press releases, presentations, podcasts, statements, and other e-communications

- Oversee creation of digital, video, audio, and print content.

- Ensure quality control of all information released.

- Establish and enhance relationships with key external stakeholder groups through personalized meetings and outreach

- Support internal capacity building sessions on topics such as writing for external audiences, soft-skills development, and making effective presentations

- Support J-PAL SA research, policy, and training teams on any other communications tasks, as needed

Qualifications

- Education: A masters degree, preferably in economics, public policy, public administration, or mass communication/media. An intersection between policy and communications is preferred.

- Experience: This is a senior-level position requiring at least 6-9 years of relevant work experience. Experience working in a research organization, non-profit or a government organization is preferred

- Skills: Experience with a diverse set of stakeholders, a proven track record for leading teams and an aptitude for multimedia content production. You have proven experience in developing and executing communications strategies. You are able to think analytically and strategically and work under tight deadlines

- Communication: You are detail-oriented and have excellent writing, copy editing, and interpersonal skills. You understand the key principles of communicating academic research in ways that non-technical audiences can understand. You are precise, clear, and creative.

- Organization: You are a strategic thinker. You can handle multiple projects at once, meet deadlines, and effectively manage your time. You bring consistently high levels of thoroughness and initiative to all projects you undertake.

- Attitude: You love learning. You are passionate about the role of rigorous research in informing international development policy. You are self-motivated, hard-working, and enjoy working in teams.
