Development state support services

IPE Global is an implementation partner of the consortium led by McKinsey & Company to provide consulting and implementation support to NITI Aayog flagship program for Development Support Services for States - DSSS. The program aims to transform the delivery of services in these sectors and is looking to provide strong implementation support to potential states that other states can learn from.

The Initiative DSSS has been launched as SATH Programme which stands for-Sustainable Action for Transforming Human Capital aims to transform healthcare delivery of services in select model states with potential to influence national goals for public health by :

- Identifying priority gaps in implementation, resource management or policy and doing what it takes to achieve results in key health indicators within 2 -3 years

- Designing, demonstrating and instituting successful Initiatives within state health system.

- IPE Global will work in close collaboration with the state machinery to design a robust roadmap of intervention, develop a program governance structure, set up monitoring and tracking mechanisms, hand-hold state institutions through the execution stage and provide support on a range of institutional measures to achieve the end objectives.

Job Description :

- The Position of the State Advisor will be a full-time leadership position based out of state capital, will require working closely with the National Core team of McKinsey & IPE Global and the state machinery in driving the program results in the states.

Areas of Accountability :

- Accountable for achievement of SATH results in the state by providing technical leadership, guidance, driving the management of the state implementation plans through the Transformation Management Office.

- Accountable for the proper functioning of the Transformation Management Office, which will include a team of government and consortium consultants to drive the effective management and monitoring of the SATH state implementation plans.

- Accountable for building systems of building capability within States to sustain the transformation program beyond the life of the program.

Roles and Responsibility :

1. State Representation, Liaison, and Management of the State Transformational Roadmap

- Maintain proactive, dynamic and effective liaison with the state machinery across different levels and be the interface between the consortium/NITI and the state.

- Participate in all meetings and represent the program at the highest leadership level-this will require meetings at the CMO/Secretary and senior leadership level and with district leadership during the implementation.

- Work closely with the State to develop detailed designs and implementation plans-including identifying specific strategies of unlocking funds for the implementation.

- Track and ensure the Terms of Reference of the Collaboration Partnership Agreement are adhered to executed per timelines

- Submit the deliverables due by the Consortium, follow up and ensure approval processes

2. Oversee Implementation of the State Transformational Roadmap

- Provide day to day assistance in terms of insights/analysis in a roll out of the identified transformational strategies.

- Proactively identify solutions and systems tweaking mechanisms which can fast track the roll out.

- Assist in the tendering process for onboarding third-party assessment providers as required.

- Proactively identify state resources (champions/developmental partners which can be leveraged for the implementation of the Programme.

- Track the results of the pilots, provide insights and monitor the execution.

- Conduct field visits to form an ongoing independent point of view on the quality of execution and outcomes.

- Support State events, relevant to the transformation program focused on health outcome improvement.

3. Reporting, making presentations, attending meetings, representing the organization at public forums.

- Independently prepare and submit periodic reports, presentations for internal and external audience

- Attend meetings and representing the organization at various stakeholder forums at the district, division, state, and national levels.

- Complete and high-quality documentation and dissemination of all program meetings, events to the relevant stakeholders.

- Develop program lessons learned for the dissemination of program related learning.

Qualifications :

- State level healthcare sector expert with leadership, management, technical skills, and experience

- Post graduate in Medicine/Health Administration/Business Administration/Economics/Sociology from reputed and recognized university of the institution.

- Minimum of 15 years of work experience especially with state governments/parastatals and development organizations and providing advisory and consulting support.

- Demonstrated experience of working on reengineering process or policy reforms related healthcare assignments.

- Experience of leading at least one large scale assignment program across the social sector with state government, government agency or multilateral agencies.

- Demonstrated experience of leading advisory assignments to a government agency with public healthcare sector.

- Established/working linkages with the state machinery and developmental partners.

- Demonstrated experience of undertaking feasibility assessments for structuring projects and institutional mechanisms and monitoring systems.

- Experience in social sector PPP projects, bid transaction management for selecting vendors/private developers etc. would be an added advantage.

Essential skill set :

- Excellent understanding of healthcare programs and understanding of the health programs, functioning and technical knowledge on health issues (Reproductive and Child Health, Family Planning, Maternal Health etc.)

- Excellent presentation and marketing skills and ability to work in fluid, dynamic and evolving environment.

- Excellent writing skills and the ability for analytics and writing project results.

- Demonstrated ability to develop new concepts, techniques, and program expansion.

- Other Skills and experiences: Computer proficiency in MS Word, Excel, and Power Point is essential.
