The Human Resources Head guides and manages the overall provision of Human Resources services, policies, and programs for the entire company. He originates and leads Human Resources practices and objectives that will provide an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a superior workforce.

The Human Resources Head coordinates implementation of services, policies, and programs through Human Resources staff; reports to the CEO and serves on the executive management team; and assists and advises company managers about Human Resources issues.

Preferred from Engineering/Manufacturing/Steel background


The major areas directed are:

- Recruiting and staffing;

- Organizational and space planning;

- Performance management and improvement systems;

- Organization development;

- Employment and compliance to regulatory concerns;

- Employee orientation, development, and training;

- Policy development and documentation;

- Employee relations;

- Company-wide committee facilitation;

- Company employee and community communication;

- Compensation and benefits administration;

- Employee safety, welfare, wellness and health;

- Charitable giving;

- Employee services and counseling.

Required Skills:

- Ability to read, analyzes, and interprets the most complex documents.

- Ability to respond effectively to the most sensitive inquiries or complaints.

- Ability to write speeches and articles using original or innovative techniques or style.

- Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.

- Ability to coach and mentor team members through the process of understanding the needs and responsibilities of human resources within a large organization Understanding of cultural norms, traditions.

- Leads company's compliance with all existing governmental and labor legal requirements including any related to the Equal Employment Opportunity (EEO), the Indians with Disabilities Act (IDA), the Family and Medical Leave Act (FMLA), the Department of Labor, worker compensation, the Occupational Safety and Health Administration (OSHA)

- Ability to work closely with international counterparts to limit workplace issues due to the multicultural nature of our business.

- Establishes and maintains company records and reports; able to direct others in the organization and adherence to record-keeping guidelines

- Knowledge on essential functions: Compensation, Benefits, Law, Organization Development.

- Oversees the implementation of Human Resources programs through Human Resources staff. Monitors administration to established standards and procedures. Identifies opportunities for improvement and resolves any discrepancies.

- Conducts a continuing study of all Human Resources policies, programs, and practices to keep management informed of new developments.

- Directs the preparation and maintenance of such reports as are necessary to carry out the functions of the department. Prepares periodic reports for management, as necessary or requested, to track strategic goal accomplishment.

- Develops and administers programs, procedures, and guidelines to help align the workforce with the strategic goals of the company.

- Participates in executive, management, and company staff meetings and attends other meetings and seminars.

- With the CEO and CFO, annually plans the company's charitable giving.

- With the assistance of the CFO, obtains cost effective, employee serving benefits; monitors national benefits environment for options and cost savings.

- Recommends changes in benefits offered, especially new benefits aimed at employee satisfaction and retention.

Essential Duties and Responsibilities:

- Selection and supervises HR consultants, attorneys, and training specialists, and coordinates company use of insurance brokers, insurance carriers, pension administrators, and other outside sources.

- Analyzes wage and salary reports and data to determine competitive compensation plan.

- Writes directives advising department managers of Company policy regarding equal employment opportunities, compensation, and employee benefits.

- Consults legal counsel to ensure that policies comply with federal and state law.

- Identify legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance. Studies legislation, arbitration decisions, and collective bargaining contracts to assess industry trends.

- Writes and delivers presentations to corporate officers or government officials regarding human resources policies and practices.

- Recruits, interviews, tests, and selects employees to fill vacant positions.

- Coordinates management training in interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment.

- Advises management in appropriate resolution of employee relations issues.

- Investigate accidents and prepares reports for insurance carrier. Coordinates Safety Committee meetings and acts as Safety Director.

- Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.

- Prepares reports and recommends procedures to reduce absenteeism and turnover.

- Represents organization at personnel-related hearings and investigations.

- Contracts with outside suppliers to provide employee services, such as temporary employees, search firms, or relocation services.

Human Resources Head Requirements and Qualifications:

- Bachelor's degree required, Masters- preferred

- 10 or more years of HR experience required

- Current or previous experience in an HR Head/Sr. Manager role in a large (200+ employee) manufacturing plant is highly preferred.

- PHR (Professional in Human Resources)/SPHR (Senior Professional in Human Resources) preferred.
