Job Title: GRANTS LEAD - TIFA

Reports to: PROJECT DIRECTOR - TIFA INDIA

Division: JSI INDIA / TUBERCULOSIS IMPLEMENTATION FRAMEWORK AGREEMENT

Location: NEW DELHI

Introduction:

- JSI Research & Training Institute, Inc. (JSI) is a public health consulting firm dedicated to providing high quality technical and managerial assistance to public health programs throughout the world. JSI works extensively with national and local governments, NGOs, the private sector, and traditional leaders to expand access to services for vulnerable populations. JSI implements programs in India through its local affiliate, John Snow India Private Ltd. (JSIPL) which is a locally registered company.

- The Tuberculosis Implementation Framework Agreement (TIFA) Project is a five-year (2019- 2024) cooperative agreement funded by the U.S. Agency for International Development (USAID).

- JSI implements TIFA in partnership with Open Development. TIFA aims to strengthen and sustain country ownership and accountability by funding national TB programs, empowering local entities, and advocating for domestic resources for TB.

Reason for the hire:

- In India, TIFA will fund catalytic activities to support the National TB Elimination Program (NTEP) to address challenges or gaps in the TB control response.


- Grants Lead - TIFA will work with the Project Director - TIFA (India) and the TIFA India country core team to support the development and implementation of TB Commitment Grant (TCG) activities specifically, s/he will work closely with grantees or organizations in India.


- S/he will also closely coordinate with the India- and US-based teams, Central TB Division (CTD) leadership, and USAID to ensure fixed- amount grant development and implementation is performed to the highest quality and efficiency and the terms and standards are compliant with TIFA grant policies.

Roles and Responsibilities:

- Provide leadership in monitoring and reviewing implementation of TIFA India grant management with input and oversight of the Project Director - TIFA India, JSI India and the JSI TIFA HQ Team.

- Oversight of the grants management process & subcontracts for in-country organizations.

- Lead the grantee selection process by managing the pre-award, award implementation and post award processes for the TIFA India grants.

- Lead the review and finalize in consultation with Project Director and other team members, TB Commitment Grant (TCG) concept papers, activity plans and budgets; ensure error free grant packages are ready for submission to Agreement Officer Representative at USAID.

- Ensure that grant activities are regularly updated in the Grants Management Database (GMD).

- Use database reports to improve performance and efficiency in the grant process.

- Lead pre-award assessments of potential grantees to determine entity readiness for subawards.

- Ensure that the complete negotiation process for TIFA TCGs is documented and risks to JSI arising out of any project implementation process are minimized

- Ensure smooth functioning of all grant post-award activities, including kick-off meetings, ensuring compliance with USG requirements, drafting amendments, and securing required USAID approvals;

- Provide leadership in the execution, monitoring, tracking and compliance of subawards in India, identify emerging risks and challenges, and coordinate mitigation strategies

- Provide seamless coordination between TIFA India, USAID country mission office and TIFA JSI HQ teams to ensure all information is provided on a timely basis and in an error free fashion.

- Manage and confirm payments are released to TIFA grantees for completed milestones.

- Serve as a resource on the TIFA team to provide guidance to TIFA partner organizations on the legal requirements, policies and regulations, award terms and procedures for USAID regulations

- Lead key interactions with internal and external stakeholders (JSIPL, TIFA US Team, Central TB Division, USAID, partner organization) and provide updates in the absence of Project Director - TIFA India.

- Serve as TIFA liaison with JSIPL finance and operations, including responding to financial and operational requests for support on India based contracts, and coordinating with grants teams on other JSIPL projects to ensure smooth awarding and implementation.

- Lead a national level request for application process for targeted or open solicitation.

- Supervise the Grants Manager in TIFA - India team.

- Prepare quarterly financial information on TIFA spending projections in India

- Perform other duties as determined by the Project Director

Required Qualifications:

- Master's Degree in Finance, Accounting or other relevant academic background

- At least 12 years of experience of grants management, specifically Fixed Amount Award (FAA) grants management is a plus

- Experience in supervising staff or leading a team

- Experience in establishing effective partnerships with grant recipients at the national or regional level

- Demonstrated ability to effectively and efficiently navigate the rules and regulations of U.S Government and USAID assistance awards (CFR, OMB circulars)

- Demonstrated ability to plan, manage, and implement fiscal, regulatory, policy, and administrative components of a grant management program

- Knowledge of fixed amount awards and/or output-based grant making is highly preferred

- Excellent team-work and team-building skills; ability to adapt to a broad range of working styles/organizations

- Excellent oral and written communication skills; ability to draft clear and concise communications to key stakeholders

- Proficiency in English required; local Indian language(s) preferred.

- Keen attention to detail and an aptitude for problem solving.

- Computer literacy required (especially MS Excel, MS Word, and Windows); Familiarity with various accounting and database software helpful; Familiarity with Google Suite (Google Docs, Slides, Sheets and Drive) preferred
