General Manager, RF Planning & Operations

Role Summary

The General Manager, RF Planning & Operations role will report initially to the CEO and over time to the SVP Technology and will be a vital addition to the leadership team. The individual is expected to contribute to both the strategy and growth of the company by establishing a vital pillar on wireless network design, planning, technology & vendor analysis and customer relations. The ideal candidate has strong fundamental RF knowledge to understand the key parts of each technology, combined with practical experience in a telco environment of operating & optimizing live networks.

Key Responsibilities

The responsibilities of the role will be across three main areas - Radio Planning, Project Deployment, and Operations & Maintenance - with the fourth area being the Systems & Processes to enable these three to scale.

Planning & Performance

- Work closely with existing and potential customers to identify their needs for new capacity requirement sites for Outdoor / Indoor DAS solutions, Shared micro sites, Outdoor Small Cells, and other emerging technologies like Cloud RAN

- Planning & understanding of Het-Net solutions as per operator's deployment strategies & planning inputs

- Keeping abreast of the industry trends and new solutions (e.g. shared small cells), conceptualizing new solutions and pitching the same to operators

- Customer interaction related to technical solution with counterparts in operators including managing key contacts in operator network organization

- OEM evaluation & finalization, which includes working closely with DAS / Small Cell Vendors to explore the requirements meeting operator's needs

- Manage drive test process, including results analysis and recommendations, which requires familiarity with DT concepts and tools like TEMS

- Proactive identification of operators- 3G/ 4G capacity & coverage requirements along with suggested RF solution

- Analysis & improvement of the Business sites 3G/4G KPIs with suggested necessary changes to operators, basis daily monitoring of KPIs

- Build and strengthen relationships with customers, strategic partners, and key industry contacts as part of the leadership team's broader engagements to create funnels for the planning process

- Provide technical & budgetary inputs to business team on timely basis

- Participate in creating commercial models to support growth, including pricing constructs, proposals, SLA- s, etc.

Project Deployment

- Vendor management including developing requirements, soliciting proposals, evaluating options and recommending preferred solutions. Oversee vendors and managed services providers for execution and ongoing operations. RFP/RFI proposals, and evaluation, including site acquisition and build vendors

- Identifying search rings and evaluating specific locations from RF viewpoint, along with liaising with customers to achieve joint sign-off

- End to end project governance with accurate planning/forecasting with management of project rollout timelines

Operations & Maintenance

- Govern entire O&M for the sites integrated into operator's network

- Define SLA with operators & adhere to those SLAs for network uptime, KPIs, etc

- Setting up the NOC for alarms monitoring and tracing problems in a live network

- Monitor & support O&M and NOC teams for all the operational challenges during project deployment & post deployment

- Analyze operator KPI reports to identify areas of improvement or preempt areas of deterioration. Recommend to operators any changes that may be needed

- Ensure systematic way of addressing O&M issues that arise through root-cause driven process

- Own commercial matters related to operations of OPEX and SLA penalty related items

Systems & processes

- All execution works need to be archived as per SOP in different formats and locations

- Continue to use the required tools for delivering the needed MIS, RF planning systems & project planning platforms

- Augment current O&M processes and platform to accommodate increasing size and complexity of network

- Strategically bifurcate work streams between those that should be outsourced vs insourced, while factoring in changes that are likely to be experienced

Additional management responsibilities as part of the leadership team include:

- Provide feedback on company's strategy and co-develop path for achieving it

- Establish and review broader goals of the Company

- Contribute to building organizational culture outside of own domain

- Participate in recruitment of suitable candidates for the company

Position Requirements

- Deep fundamental understanding of RF and core elements of specific technologies used in India like 3G & 4G MIMO

- 3G & LTE Planning & Optimisation experience is a must

- In-depth Knowledge of 3G & LTE Link Budget parameters with practice of 2G / 3G / LTE RF Planning tool (NetAct Planner, Atoll or equivalent)

- Knowledge and practice of 2G/3G & 4G drive test measurement/analysis tools (TEMS, NEMO, or equivalent)

- Knowledge and practice of MAPINFO

- BTS Installations, Commissioning & site deployment knowledge is must which includes Infra vendors- management & overall project deployment/management

- Knowledge & hands on experience on NOC / OMC operations is added advantage

- Prior experience in deploying a neutral host ODAS & Small Cell system a big plus

- Effective presentation, analytical, communications and customer relationship skills

- Proficiency with MS Outlook, Word, Excel, PowerPoint and Visio

- Ability to work in high paced start-up culture

Desired Qualification and Experience

- 15+ years of experience in hands-on Wireless Planning role with teams during scale up phase in telecom infrastructure/services oriented organizations (e.g telecom operators, telecom infrastructure providers)

- Demonstrated experience of building up to and operating at scale of 1,000+ Macro / Small Cells sites in network

- Degree in Engineering with specialization in Electronics and Telecommunications

- PMP certification a plus

- Fluency in Hindi, English, Marathi
