POSITION PURPOSE

This position will be responsible for project implementation in the States. This position will work closely with government authorities, technical team of project core and head office team to ensure effective implementation of the project. This position works closely with the Deputy Project Director and provides strategic inputs into program design and plans

B. DUTIES AND RESPONSIBILITIES

Program Management, Development, Monitoring and Evaluation

Ensure successful implementation of program deliverables, including compliance with donor reporting and regulations and organisation's national program strategy.

Manage a team of talented and diverse professionals. Lead the recruitment, orientation and support staff to undertake all aspects of the project within the state.

Identify and define state technical requirements and collaborate with Head office teams to fulfill those.

Document & showcase the key activities to donors

Develop state project work plan on the lines of project proposal/workplan and log frame

Accomplish activities consistent with the work plan, goals and objectives of the program

Provide training, mentoring and support to partner NGO

Support MIS Manager in compiling monthly data

Conduct regular program reviews including budget utilization and suggest mid- course corrections, if any

Coordination & Advocacy

Responsible for coordination with stakeholders like NGO partners, state authorities from the departments of Urban Development, Health, Women & Child Development, Municipalities, other agencies like SIFPSA and Technical Support Group funded by BMGF etc. Liaison extensively with the urban health division of the NHM, UP

Undertake engagement with key stakeholders at the state level to introduce the Healthy Cities Program to key officials including city level stakeholders and secure their commitment and support for the program

- Develop budget guidelines for cities so as to enable integration of project supported core and elective FP and MCH interventions in City PIPs. Advocate with state officials for acceptance of City PIPs that contain project supported initiatives.

- Map NGOs and develop NGO guidelines to enable standardized implementation at city levels.

- Ensure city officials and NGOs are motivated and supported to apply for TCI funds through a formal process involving Expression of Interest, Request for Proposals/ Preparation of costed plans for

- inclusion in PIPs and concluding the grant agreement with NGOs to support city officials in execution of approved PIP plans.

- Promote a positive profile of the program and good understanding among other sectors, partners and communities about the program

- Monitor execution of Performance Improvement Plans pertaining to cities or UPHCs, identify technical assistance needs that the state and city government officials require, and draw support from a pool of consultants on need basis.

- Put in place mechanism to regularly review progress at city levels including performance of NGOs supported through - The Challenge Initiative- . Take corrective action based on the findings of the periodic - Output Tracking Surveys- to gauge project progress on key indicators

Financial Management

Accountable for the prudent management of all administrative and financial activities in accordance with program needs and policies and procedures.

- Manage program budget to maintain program expenditure within budget parameters

- With support of A&F Manager submit timely financial monthly reports to Dy.-COP and ensure compliance of the NGO partner to project reporting norms

Human Resource Management

Facilitate training of team and NGO partners

- Monitor staff performance and develop staff capacity building plans

- Provide leadership and support to ensure staff well-being

QUALIFICATION, EXPERIENCE AND SKILLS

- Post-Graduate degree in business management, social sciences, rural management or related field preferred or medical personnel with management experience

- At least 12- 15 years- experience and demonstrated ability to manage projects.

- At least 5 years of experience in leading and managing field operations at the state level.

Excellent facilitation skills, good communication skills, with good spoken and written English, Hindi and regional language of the state.

- Excellent report writing and presentation skills

- Excellent networking and advocacy skills

- In-depth understanding of MCH issues especially family planning preferred
