Finance Specialist - Climate Finance Domain (6-10 yrs)

The organization is looking for a finance specialist who can apply herself/himself into Climate Finance domain, particularly in energy finance. In this regard, this JD has been developed and contains the following sections:

Section 1: Contains envisaged capacity enhancement at the end of the fellowship

Section 2: Contains technical qualifications and requirements

Section 3: Contains soft skills requirements

Section 1

Envisaged capacity development during the fellowship

The incumbent will be expected to quickly come to speed with understanding on energy systems and their value chains, economics of the power sector (both thermal and renewables), mobility, agriculture and energy systems in hard to abate sectors.

The incumbent will be expected to develop and deepen good understanding of policy landscape at state, national and international level

The incumbent will be expected to develop an understanding of energy accounts (accrual and cash), cash flows for plants and utilities, public and private utility management and decentralized energy systems - their applications and costing

It is desirable that incumbent also develops capacity on energy scenario modeling using latest techniques and must have a broader view of macro-economic conditions to inform modeling in an informed way

The incumbent will be expected to develop a deep insight into secure and innovative financing models required for large scale transformational strategies such as PPPs and Infrastructure Investment Trusts (InVITs)

The incumbent will be expected to develop an understanding of sovereign and corporate bond market, borrowing mechanisms, green instruments like Green Bonds, certification of use of proceeds, transition bonds et al

The incumbent is expected to reflect on debt-equity markets, financing and refinancing of energy projects

The incumbent will be expected to develop an understanding of emerging technologies in energy sector and understands various complexities in their R&D, deployment and economics

Section 2

Job Description: Technical qualifications and requirements

2.1 Sound understanding across at least half or most of the following areas or specialization in at least one of the following areas but with keen interest and aptitude in the following areas or deep experience in Infrastructure Finance as well as Financial Risk Management

Macroeconomics and Public Finance

Corporate Finance

Financial Risk Management

International Finance

Structured Finance

Infrastructure and Project Finance

Financial Modeling

2.2 Educational qualification may include Macro Economist or MBA in Finance or Chartered Accountant with experience in regulatory, legal and/or policy domains

2.3 Established credentials in research and publications is desirable

2.4 Demonstrated interest in policy research will be a crucial qualification

2.5 Understanding of energy sector is highly desirable

2.6 Understanding of data crunching and processing tools

Section 3

Soft Skills

The incumbent must be adept in dealing with senior officials from the government and corporate sector

The incumbent must be fluent in English and must have working knowledge of Hindi. Other vernacular languages will be an added advantage

The incumbent must be good at mentoring junior staff

The incumbent must have initiative in leading and co-leading projects/organizational development

The incumbent must display integrity and inclusive approach towards co-workers

Articulation, writing skills and converting financial information for policy consumption is highly desirable
