Procurement Expert (Kolkata Location)

The opportunity -

Your key responsibilities -

- Assessment of existing procurement systems and procurement implementation capacity of Implementation Agencies (IAs)

- Development of standardised procurement documents, bid opening and bid evaluation procedures and guidelines

- Support for IAs in development of specific bidding documents (if needed)

- Coordination of project standard technical specifications for key equipment

- Review of bidding documents, bid evaluation reports for major procurement and recommendations for contract award

- Provide procurement support on request through audit of the quality

- Coordination of preparation of annual work plans and procurement plans

- Advice on contract management as required by IA

Skills and attributes for success

- Experience in multilateral/ bilateral agency funded projects for procurement of scientific/analytical equipment

- Experience of conducting and imparting training for capacity building in bilateral/ multilateral agency procurement procedures for Goods, Works, Consulting services and Non-consulting services for large number of participants in government institutions under similar projects

- Good communication skills

To qualify for the role you must have

- Bachelor's degree in engineering

- Minimum 10 years of experience of Public Procurement with sound knowledge of the bilateral/multilateral agency procurement procedures

- Minimum 2 years of experience in bilateral/multilateral agency funded projects for procurement of Goods, Works, Consulting services and Non-consulting services as per bilateral/multilateral agency procurement guidelines

- Strong leadership skills and supervisory responsibility
