Job Role :

- Assist Client in procurement and contract management of works, goods, and consulting and non-consulting service contracts.

- Providing quality assurance in procurement and contract management by the Client.

- Assist in preparing and updating periodically the project procurement plan.

- Assist in preparing procurement documents required for the procurement of works, goods, consulting and non-consulting services including assisting the Client in drafting and issuing bidding documents (Terms of References, Request for Expressions of Interest, and Requests for Proposals, bidding documents), specifications, cost estimates, work schedules, evaluation and selection.

- Participate in or provide support for developing criteria for the pre-qualification, shortlisting, evaluation.

- Assist in negotiating with bidders, as and when required, and preparing contract documents, for approval by the concerned authorities.

- Assist in maintaining records and other documentation required for audit and progress reporting purposes.

- Guiding and assisting in general strengthening/setting up and capacity development of the Client.

- To build Client's procurement capacity by providing guidance and support, identifying procurement, contract management, competency and capacity building programs.

- Any other activity which may be required.

Academic Qualifications :

Essential:

- University degree in any discipline, with a specialization in any relevant field of procurement.

- Minimum of 5 years of relevant work experience on procurement/e-Procurement/Bid Process Management.

- Certified CPPP/ PDPP/ CPCM / CPe-P from World Bank.

Desired:

- PMP/PRINCE 2/ ITIL.

- Post-Graduate specialization in a specific field of Supply-Chain/ Procurement is desirable.

Experience : At least 3 years- exposure of Bid Process Management (RFP Preparation/Pre-Qualification/Technical/Financial bid evaluation/Contract Management)

Candidates should have:

- Experience of Multilateral funding projects (including World Bank, DFID, ADB) in Education/Skill sector.

- Project Experience in Hindi Language State (e.g. Uttar Pradesh, Bihar, Madhya Pradesh).

- Willingness to relocate to Bhopal, Madhya Pradesh for a period of 3 years.
