Reason for the hire:

Care India is looking to hire the Director Gender Equality Centre to advance gender equality and diversity in CARE India's programming and organizational structure as well as establish CARE as a thought leader among peers and other stakeholders. We are looking for a passionate and experienced individual with relevant experience in Gender, Diversity & Inclusion. S/he will be responsible for providing strategic, intellectual, and operational leadership to the Gender Equality Centre.

Job Summary:

- This position offers opportunity for an experienced professional to advance gender equality and diversity in CARE India's programming and organizational structure as well as establish CARE as a thought leader among peers and other stakeholders

- We are looking for a passionate and experienced individual with relevant experience in Gender, Diversity & Inclusion. S/he will be responsible for providing strategic, intellectual, and operational leadership to the Gender Equality Centre through:

- Driving CARE India's ambition to be differentiated as a leader in gender transformative programming

- Bringing cutting-edge thinking, gender transformative resources and practices to CARE's work across program verticals and functions

- Designing and testing programming solutions to transform health, education, market and social systems to be responsive to the differentiated needs and opportunities for the most marginalized groups

- Curating and sharing best practices, evidence, and failures with practitioners and with major systems players

- Working with the Design Centre to develop gender transformative solutions for identified as well as emerging focus areas

- Working with the Knowledge Management, Learning and Evaluation Centre to devise robust monitoring approaches and tools for measuring and tracking gender transformative change in programs as well as in the workplace

- Meeting demands for technical assistance, learning and professional development with a ready supply of trained gender equality experts

- Connecting people, knowledge, and passion within and outside of CARE towards impact in gender equality and social justice

- Driving the integration of gender sensitive policies and practices across all functions at CARE India such as HR, Finance, Procurement, Fund raising, Marketing, Communication etc.

Roles and Responsibilities:

- Strategic Integration for Gender Transformative Programming

- Bringing cutting-edge thinking, gender transformative resources and practice to CARE's work across program verticals to address issues of inequality and marginalization

- To evolve into a platform for gender transformative interventions informing evidence to action pathways with a broader goal of informing policies

- Reflect on portfolios and their alignment to CARE Principles and Gender Equality

- Build evidence led processes/ models from analysis to inform programmatic initiatives across thematic areas

- Design long-term programs based on situational analysis

- Develop organizational accountability processes and guidelines on gender sensitive practices

- Undertake and commission policy research on major development issues, especially in relation Gender Equality. Produce briefing / discussion papers, research reports, policy position statements and public communication materials in coordination with others.

Resource Center

- Curate and share best practices, evidence, and failures to influence major systems players and connect with voices and agendas set forward by movements

- New/expanded Gender guidance and tools to support CARE projects and advancement along the gender continuum

- Development of an accessible, one-stop, online gender equality platform for relevant knowledge sharing and exchange

- Becoming thought partner with stakeholders including policy makers in knowledge management, dissemination and utilization

- Developing and marketing an annual property - She Told Us So Advisory and capacity building

- Connect people, knowledge, and passion within and outside of CARE towards impact in gender equality and social justice.

- Meet demands for technical assistance, learning and professional development with a ready supply of trained gender resource individuals

- Productization of existing evidences and their methodologies

- Institutionalization of gender cohort and other mechanisms

- Training to create a cadre of gender transformative program managers

- Representing and networking with key stakeholders within CARE India, CARE International, and outside the organization to promote learning, reflection, and knowledge building; and helping craft and advance an advocacy agenda to catalyze wider social change.

- Coordinate with the peer NGOs, donor organisations and Government bodies at national level for Gender Equality.

- Coordinate with CARE International sector leads for quality of work in the core sectors of CARE's Gender work.

- Strategizing and Planning

- Lead, design and deliver on Gender Equality Policy and strategy for India and support it through specialist advice at national and international levels.

- Develop strategic operational plan with the Gender Equality Center stakeholders and develop innovative impactful models where Gender Equality Outcomes are well integrated in projects with sector outcomes (e.g. maternal and child health, pro-poor value chain development, early childhood development among others);

- Play an active role in the global Care Gender Equality team and help shape the overall global direction and strategy through contribution to analysis and policy development.

- Represent CARE India in CARE International global and regional gender working groups and ensure information flow among state offices about any development in gender sector at global level.

People and Team Management:

- Build a strong team for providing technical assistance on Gender Equality to CARE India's projects and long-term programs

- Build a pool of gender equality champions across all functions and teams, with clear roles and responsibilities and support for executing those

- Direct supervision of the GEC team, and matrix relationship with gender equality technical specialists across projects and programs

- Performance manage direct line reportees

Qualification & Experience:

- Master's degree with at least 18-20 years relevant working experience of providing leadership on gender related issues at a national level with an organisation of national/international repute

- At least 10-12 years of experience as a gender equality expert

- Proven track record of gender equality programming and technical assistance

- Experience working with various support services (HR, Finance, Marketing and Communications, Procurement) to creatively integrate gender equality in policies and practices

- Experience working in a multi-sector development and humanitarian organization highly desirable

- Good standing among professional peers and professional networks

- Demonstrated experience of advocating for gender transformative processes with government departments, corporates, donors and other stakeholders

- Previous experience of establishing center of excellence/ resource center and/ or similar platform would be desirable

- Business development outlook, with innovative ideas for scaling up

- Past experience of influencing and establishing thought leadership.

- Conceptual and analytical skills with the ability to develop approach papers, concept notes, proposals, etc.
