Director - Educational Leadership Programme


1. POSITION VACANT : Director- Educational Leadership Programme, Reach to Teach, Ahmedabad/ Gandhinagar, Gujarat


2. ORGANIZATION BACKGROUND :

- Reach to Teach (RTT) is an education charity that works with governments and other like-minded organisations, to improve the quality of primary education.


- RTT exists to transform the lives of children in remote and marginalised communities in India, by focusing on transforming classroom teaching practices and teacher-to-child engagement.


- Founded in 2003, RTT has grown into an established charity improving the learning outcomes of children in the state of Gujarat and believes that the most important factor in improving children's learning, is the quality of teaching. RTT's technical team has helped successfully deploy international best practices in education, at rural schools in Gujarat and is committed to ensuring that the same is extended and adopted by all schools, state-wide.

About Educational Leadership Programme :


- Working closely with the RTT education leadership resources, the Educational Leadership Support (ELS) Team will deploy RTT's expertise and knowledge of international best practices in the leadership development of school and education system leaders within the Gujarat school system.

- RTT will set up, operate and transfer to the government a successful and impactful Educational Leadership Programme, with a focus on the role of Head Teachers (HTs) as pedagogical leaders who promote positive teaching and learning in their schools.

- The ELS Team will also provide professional development to those who work closely with HTs such as CRCs. The initial work of the team will involve an analysis of the current state, identifying challenges and opportunities.

- Working closely with the government, the ELS team will work to define the role and scope of education leadership in resolving the education crisis, identifying how to empower system leaders to effect change. The ELS team will also incorporate identified insights in the design, implementation and running of the Educational Leadership Programme, before supporting the smooth transition to the government.

3. JOB DESCRIPTION/ RESPONSIBILITIES :


- Reporting to the Executive Country Director - India, the Director- Educational Leadership Programme (DELP) shall be responsible for leading RTT's partnership with the Gujarat Council of Educational Research and Training (GCERT) in setting up, operating and transferring to government a successful and impactful Educational Leadership Programme, aimed at professional development of HTs and other education system leaders in Gujarat.


- The DELP shall also provide strategic leadership and oversight throughout all phases of the project, including the running of the Leadership Programme once it is built and before it is transitioned to the government.

- Apart from managing the human resources (both Pedagogy and Programme Management Experts) embedded into the Leadership Programme, the incumbent shall be responsible for the overall operations of the programme and fostering and deepening the partnership with GCERT.


- She/he will also provide strategic advice in developing a joint vision for a Leadership Programme, drawing on international best practices in consultation with senior education resources and key government stakeholders. The DELP will liaise with relevant stakeholders, government colleagues, educational committees and advisory groups within the GCERT and associated bodies as needed and will regularly scan the ecosystem and identify and escalate risks to the RTT's Country Director.

Key Roles and Responsibilities :


A. Programme Management


(1) Ensure that the RTT education ethos and approach is reflected in the development and deployment of all programmes;

(2) Ensure clear alignment with the GCERT Director, Principal Secretary, Primary & Secondary Education and other key stakeholders on immediate, medium-term and long-term priorities and areas of focus;

(3) Take effective interventions to help change the mindset around training and coaching amongst government stakeholders and HTs and create a culture of continuous learning;

(4) Analyse the current state, including identifying challenges and opportunities, and research international best practice for developing and running leadership programmes from both an educational and operational perspective;

(5) Develop a joint vision for a Gujarat Leadership Programme in close collaboration and consultation with GCERT, preparing strategic views and options to provide guidance;

(6) Be accountable for the development/ design and delivery of high impact induction and ongoing professional development of all stakeholders engaged in school and education leadership in Gujarat, based on the insights gained by current state analysis;

(7) Work closely with the RTT education team in ensuring alignment between its collective expertise in school leadership, the RTT theory of change, and the programmes offered;

(8) Research potential partners to provide input to the design of a recommended programme and offer accreditation for the course;

(9) Take ownership for delivering to the agreed terms of reference and revising them as needed and for ensuring relevant reporting on milestones/ impact measures and key performance indicators, including improvements in teaching and learning and pupil outcomes across schools led by the participants of this programme;

(10) Work with other programme leads in identifying dependencies and synergies, as well as roadblocks and risks and work with them to mitigate those risks.

B. Communication and Stakeholder Management


(1) Develop and implement communication strategies to promote activities and plans internally and externally. I will communicate complex, highly specialist or technical, information using different formats to a range of audiences to ensure clear and consistent understanding;

(2) Liaise with State Education officials, especially the Director of GCERT to evolve strategies and mechanisms to generate high appetite for the programme amongst HTs across Gujarat;

(3) Work closely with the PMO and the M&E team to ensure that programme data is accurate, live and appropriate for relevant audiences and feeds back into programme improvement;

(4) Network with fellow senior managers, government colleagues and professionals across the sector and relevant professional bodies as needed; S/he will attend regional and national meetings and conferences to gain and share knowledge and experience;

(5) Regularly update internal and external stakeholders of progress and changes on performance milestones and issues.

C. Teamwork and People Management


(1) Embed collaborative problem-solving practices within the teams;

(2) Manage the RTT team to support the successful development, operation and transfer of the Leadership Programme to government ownership;

(3) Manage RTT performance issues, conduct reviews, and formulate development plans for team members to meet current and future skills needs;

(4) Advice and support the Leadership Programme team (government employees) to support the smooth transfer of ownership of the Leadership Programme and ensure its ongoing success;

(5) Promote and role model RTT's management culture of openness, innovation, involvement, teamwork and performance;

(6) Maintain the highest standards of personal and professional integrity and conduct role modeling RTT values and behaviors.

D. Planning and Organising


(1) Lead, plan, and project manage team workstreams with an appreciation of longer-term issues, ensuring plans complement and feed into the broader operational and strategic plans;

(2) Leverage the - multiplier effect- : Working to identify overarching opportunities and solutions that may cut across multiple programmes e.g. how a single line of sight can be developed from training design to impact in the classroom using data and technology better;

(3) Manage resource planning or budget management within own area to ensure maximum value is delivered and contribute to resource planning at a broader organizational level.

E. Analysis and Problem Solving


(1) Advise on the analysis and interpretation of data, identify trends and test solutions; S/he will commission additional resources where appropriate and report on progress to senior management and relevant stakeholders in collaboration with the RTT's Country Director;

(2) Identify strengths, weaknesses, opportunities, and threats in the Leadership Programme team/ workstreams to enable appropriate and timely action to be taken and devise relevant procedures and policy in coloration with key RTT staff, to deliver appropriate benefits and risk mitigations.

4. QUALIFICATIONS, EXPERIENCE, AND COMPETENCIES:


Qualifications : Applicants must have Masters in Business Administration/ Education/ Social Sciences or equivalent, from a recognized university.


Experience :


(1) Minimum eight to 10 years of experience, of which at least five years of experience in initiating and operationalizing large scale multi-site programmes, preferably in the education sector;

(2) Experience of starting up and/ or scaling up schools and/or education institutions and/or leadership programmes;

(3) Graduate-level knowledge of leadership models and theories, process design, process mapping, programme improvement methodologies, operations management, risk management, people management, report writing and budget analysis.

Skills and Competencies :

(11) Ability to reflect, self-aware, able to regulate, empathetic, and capable of deep listening;

(12) Ability to articulate and communicate well to all stakeholders (both verbally and in writing) in a manner that meets the different needs of different audiences;

(13) Ability to communicate in English and Hindi;

(14) Ability and willingness to travel as per job requirements.

5. COMPENSATION OFFERED : Gross compensation for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.


6. LOCATION : Ahmedabad/ Gandhinagar


7. APPOINTMENT : This is a full-time position. The initial contract offered shall be till March 2022 and renewable thereafter based on performance.
