Director - Digital Health Technology (Global Health NGO)


- The Director will provide organizational direction and leadership for the development, expansion, and roll out of our health information and digital health approaches. S(he) will provide oversight for activities to ensure technical excellence across our portfolio of Digital health work. S(he) will represent us in all the technical forums and develop and maintain relationships that grow our portfolio and strengthen its reputation as a leader in primary health care and will primarily serve as an expert who understands what it takes to develop, deliver, and maintain high quality digital health technologies.

- Partnering with, internal subject matter experts, and external business and technology leaders, the candidate must stay current on technological advances, health benefits and risks, best practices.

- The individual will exemplify the mission, vision and cultural values through his or her actions. The position will be a part of the senior team and will contribute towards establishing a culture of respect, trust, collaboration, learning, innovation, urgency and passion for results within the team members and their workings.

Job Role:

The main Job responsibilities will include (but not limited to):

1. Thought leadership

- Serves as the digital health visionary for our org and the Digital Health program. Sets the direction of our work and investment in Digital Health. Thought leader regarding the fusion of information systems and global health for the use of technology.

- Provide advice, consultations and training to internal and external experts on current state of digital health technologies, policies, and functionalities. The candidate should have deep experience developing initiatives and/or partnerships in the digital health solutions space.

- Up-to-date knowledge of technologies, methodologies and technology standards and an understanding of the constraints and benefits of different technologies. Proven ability to evaluate effectiveness of and work with various data use and operational solutions and assist with identifying and evaluating technology solutions related to primary health.

2. Strategy and management

- Develops organizational Digital Health technical strategy and builds partnerships with digital health community leaders. Oversee and define the strategy, in coordination with program PDs and state implementation teams for employing digital health solutions in limited-resource environments, such as mobile or wireless technologies or mobile software applications to support health system effectiveness and accountability, education, training and performance and support behavior change to achieve health outcomes. Ensure Digital health strategies and programming are integrated across multiple technical areas to maximize public health impact.

- Sets the direction of the Digital Health team in determining appropriate technical assistance required and interventions to develop deploy and maintain digital health solutions. Grow our portfolio and maximize use of strategies within existing projects to accelerate achievement of project goals and objectives.

- Evaluates information systems, tools, strategies and best practices (e.g. Principles for Digital Development) from the international health community and beyond in support of determining the programmatic use of digital health tools.

- Oversee the development of the annual workplan and budget, monitor spending.

3. Internal and external partnerships

- Works with leadership especially Project Director to support and expand opportunities to use digital tools and the digital health team in the organization for programmatic purposes. Sets high-level priorities for the digital health team, including expansion of global digital health public goods, tools, and resources as well as ensuring appropriate integration of and support for data use in programmatic activities.

- In collaboration with Monitoring and Evaluation teams, oversee the design, development and implementation of our approaches for national level health information system strengthening.

- Strong knowledge of public health programs and eHealth/mHealth applications or health information systems for these programs.

- Work closely with clients, partners, the Technical Leadership Office, Innovations, Global Programs and state leadership to identify opportunities to improve health systems through the effective use of national health information systems and digital health solutions.

- Ability to raise funding from grant making institutions with experience developing a grant from inception through award. The candidate should have a deep understanding of evolving international health funding priorities, the key players, technical state-of-the-art thinking and priorities, and program development roles and opportunities.

4. Candidate Background

This position requires information systems and technology knowledge, experience in Digital Health implementation in the field, and keen leadership and management skills.

Domain knowledge:

- Mobile medical apps, medical device interoperability, and healthcare cyber-security

- Digital therapeutics, machine learning, artificial intelligence and novel digital health technology

- Digital health product development, software as a medical device

- Big data and advanced analytics, cloud storage and computing and wireless communication

- Thought leader regarding the fusion of information systems and national and international health for the use of technology in the developing world.

5. Required Skills:

- The candidate should have practical experience and technical expertise and know-how of the universe focusing on one or more areas of digital health.

- Proven ability to raise funding from grant-making institutions with experience developing a grant from inception through the award.

- Excellent interpersonal skills with the ability to interact culturally, linguistically, and diplomatically with diverse internal and external individuals.

- Comfortable managing in a flexible, changing and virtual environment, with the ability to be ready to adjust plans and direction in response to local feedback and the iterative nature of digital health projects.

- Ability to develop productive working relationships with counterparts in other agencies and organizations worldwide.

- Strong communicator with a proven ability to explain digital health technical concepts to a non-technical audience in a way that they can understand and appreciate. Excellent oral and written communication skills in English required. Proficiency in another language a plus.

- Superior program management skills of virtual teams with demonstrated ability to collaborate with partners to provide technical assistance and coordinate implementation activities.

- Willingness and ability to travel extensively.
