Qualifications - Law degree or legal qualification - A financial/commercial or other quantitative qualification an advantage but not required Skills &amp; Experience - Requires extensive experience as a telecoms regulatory expert or in a compliance role in another sector - Extensive experience in communicating complex matters concisely to non-specialist audiences both in verbal and written form - Full professional proficiency in English - Proven evidence of good commercial acumen and application - Proven evidence of financials and how these can drive costs/benefits - Extensive experience of providing clear and concise analysis, wherever possible quantitative, as a decision aid - Ability to deal with Government authorities eg., DoT, TRAI STPI/ SEZ, Custom, ROC, FEMA etc. - In-depth knowledge of various laws and regulations applicable to SEZ unit - Experience in handling import shipments in terms of custom clearance, bonding, inter-unit transfers of capital goods Key accountabilities Telecoms specific: - Apply for and obtain required licenses / authorizations for Colt's business operations in India - Preparation of regulatory submissions, mandatory and quasi-mandatory reporting to regulators, ministries and other government bodies, as required - Proactively manage the relationship with authorities, including face-to-face meetings, involving other staff (particularly the country representative) as required - Proactively attend industry forums and / or trade association meetings as required - Proactively develop and drive internal initiatives to ensure compliance with license/authorization conditions; for this purpose, develop and maintain a repository of applicable telecom legislation and regulation in local &amp; English language to be shared with the business (i.e. sales, product management, business analysts, service delivery, internal audit) as and when necessary - Identify and investigate risks and assess possible vulnerability to potential compliance breaches and develop mitigating action - Keep up to date with regulatory trends and new policy developments at a global or local level as the case may be; assess impact on Colt, communicate the assessment as needed, initiate putting in place consistent and efficient processes for managing. - Assists in implementing these new processes in partnership with the relevant BUs by, for example, monitoring relevant internal projects, drafting project proposals, providing internal training materials, or background briefings summarizing obligations and - Avoid penalties e.g. adverse publicity, fines, excessively strict monitoring requirements or loss of licenses/authorizations - Brief the local Country Representative on all relevant compliance and regulatory developments, understanding the country representative's priorities and influencing and interfacing with external stakeholders in country as required - Attend the local Senior Management Team meetings including sharing significant regulatory matters Non telecoms specific: - Progress Report &amp; SOFTEX filing for Gurgaon. - Compliance on Asset Management i.e. Custom Clearance of imported assets (Outright purchase, Free on Board, Loan), asset bonding, De- bonding, Inter Unit Transfer etc. - Ensure physical verification of all the assets on a periodic basis. Insurance management for company assets and managing monthly endorsements.
