CHAI, in partnership with its India affiliate William J Clinton Foundation (WJCF), works in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States' levels on an array of high priority initiatives aimed at improving health outcomes. Currently, CHAI works across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis-C (HCV), tuberculosis, cancer, and immunization.

CHAI's Health Financing program supports governments implementing reforms towards the goal of universal health coverage; ensuring that patients can access the care they need without suffering financial hardship. In India, CHAI staff work closely with the National Health Authority (NHA) and State Health Agencies (SHAs) in three states to build capacity for and support evidence-based decision making in the design and implementation of AB-PMJAY. At state level, our approach is focused on support to three key areas - 


 i) the implementation of core insurance operations, supported by


 ii) a robust performance management system that is informed by 


iii) a culture of routine insurance (provider, claims and enrolment) and health data use.


This includes using evidence to identify gaps in access and delivery of services, and supporting the SHA to finance and reliably deliver services through public and private sector.


The Project Manager will be a core member of CHAI's rapidly growing health financing program in India, working in collaboration with a team based across the NHA and three SHAs in supporting one of the largest insurance schemes in the world. 


The successful candidate will lead significant areas of strategic and technical engagements with the SHAs, delivering technical assistance and building capacity for evidence-informed decision making in core insurance operations, including enrolment, empanelment and claims management, linked to a strong performance management system at the SHA. They will work in collaboration with CHAI and other institutional partners to create a learning and capacity building ecosystem through day-to-day engagements, mentorship and formal training, as well as support knowledge sharing efforts on insurance implementation between center and states.

CHAI is seeking a highly motivated individual with outstanding credentials, strategic thinking, project management, communication skills and technical skills to help shape the health financing program in India. The candidate must be able to function independently and flexibly and have a strong commitment to excellence. Responsibilities :

1) Work closely with CHAI Program Lead to develop the program strategy, identify new opportunities for engagement, develop and deliver on develop clear operational plans for execution. Develop new partnerships at state and national level, as relevant

2) Independently lead targeted engagements across SHAs in the design, implementation and management of PM-JAY and state health insurance schemes. Focus on identifying and addressing hurdles to effective insurance implementation with evidence based innovative approaches

3) Sensitize and create demand for core insurance operations, performance management and evidence use to improve service delivery, working with government partners to articulate this need and providing continuity so that best practices and skills are shared and institutionalized within government

4) Identify and address capacity building needs, ensuring skills transfer and government ownership in all projects

5) Support use of evidence to identify gaps in implementation, improving service access and coverage and strengthening enrolment, empanelment, claims and fraud management. Build capacity within government for evidence-based performance management

6) Advise senior managers on strategic and policy decisions and support troubleshooting on core insurance functions. Facilitate input from key experts and local practitioners as relevant

7) Work with CHAI program lead to organize and facilitate learning exchange meetings, workshops and trainings for practitioner to practitioner exchange, to strengthen capacity and knowledge sharing on priority technical topics

8) Contribute to the writing and editing of reports, presentations and policy briefs on related topics as necessary. Participate in meetings, technical working groups and conferences as required

9) Establish and maintain effective and collaborative working relationships and engagement with CHAI India and global teams, local institutional partners, and technical/academic institutions at national and state levels, and ensure maximum coordination of resources and effort

10) Other responsibilities as needed

Qualifications :

1) Postgraduate degree in Health Systems, Health Insurance, Health Economics, Health Administration or a closely related field with 12+ years of relevant work experience (ideally 5+ years of experience in managing projects and engagements with governments/government agencies and 2+ years of - hands on- experience related insurance operations in public or private sector)

2) Demonstrated experience engaging with governments at national and local levels

3) Demonstrated success in coordinating various stakeholders/interests and developing strong relationships in order to drive a process successfully

4) Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure, multicultural environment

5) If not located in Bhopal, willingness to spend an extended period in Bhopal for the first 2-3 months of their tenure.

6) Willingness to travel to states at short notice, even to remote places and for extended periods (~40% travel)

7) Excellent analytical (qualitative and quantitative) skills and communication (written and verbal) skills

8) Fluent command of spoken and written English. Fluency in Hindi and additional Indian languages is an advantage.
