Divisional Development Strategy Director Job Title: DSS Divisional Development Strategy Director Reporting to: DSS Divisional CTO Direct reports: None Context Consistent development strategy is essential to all development projects within DSS. The DSS strategy is to standardize on a few key technologies and use these standards to drive the appropriate adoption of new and emerging technologies and achieve efficiency gains across the Division. By leveraging the use of standard development strategy and architectures the goal is to enable the interoperability of development resources, accelerate the use of offshore resources and create a clearer career path for technical people. The Development Strategy Director role is key to ensuring that DSS understands the appropriate resourcing model and technologies and they are identified and implemented across DSS. Additionally, the plan to constantly reduce technical debt and introduce new technologies such as AI, ML, Blockchain etc is a key part of a successful strategy and the plan for this a key deliverable from Divisional Development Strategy Director. Role Purpose The purpose of this role is to: 1. Provide leadership, direction and communication for DSS in all areas relating to technology resourcing, planning and adoption. 2. To create, own and deploy a technology plan, in line with DSS strategic plans ensuring understanding, acceptance and buy in from the product teams. 3. To ensure that all technology development strategy issues are reported to the appropriate management level within DSS on a regular basis 4. Create own and execute a plan to reduce technical debt and introduce new technologies. 5. To monitor, assess and ensure that development strategy adoption is consistent and optimal across DSS. 6. Work with the CTO and divisional heads to deliver the DSS strategic plan. Key Deliverables - Produce, agree with stakeholders, deliver and execute and report on a Technology Resourcing Plan for DSS - Provide support and SME advice on development strategy related matters to Divisional and Business Unit Managers and Directors by developing, maintaining an effective communication framework across the Division. - Review and agree on all development strategy issues within the business units at regular intervals - To implement a development strategy approach that aids the Division to deliver its business plan making optimal use of new and emerging technology. - To ensure that the development strategy is in use where appropriate within DSS - Create, own and execute a plan to reduce technical debt and introduce new technology. - Work in partnership with business units to provide monthly reporting as required, within published timelines and to agreed format and content. - Implementing Divisional and business level controls to demonstrate compliance with policies and standards. - Point of contact for all development strategy related incidents, to ensure they are collated, monitored, and reported. Providing subject matter expertise/support to business units, communicating as appropriate. Responsibilities: - To actively contribute to development strategy policies, standards and controls, their evolution and implementation to make them the best they can be for Capita and for the division - To ensure the Division implements and monitors the levels of compliance against the Divisional technology plan and in line with Capita Policies and Standards - To work collegiately with other Divisional CIO's and CTO's and development leaders. - To ensure that authorization and control processes are in place for all development strategy related noncompliances & exceptions and that the risks and issues are exposed, documented, managed and maintained in conjunction with the Divisional CTO. - Ultimately responsible for all development strategy related communication within the Division. - To ensure that business units monitor, assess and implement plans to improve (as necessary) development strategy compliance on a regular basis, based on monthly reporting. - To support the Divisional CTO and provide input with regard to any development strategy implications on new IT procurement. - To act as the face of the strategic technology plan within the Divisions and to be the first line subject matter expert and partner to business unit contacts ensuring development strategy is fully understood and implemented. - To act as the Divisional escalation point and assessor for all development strategy issues in line with Group requirements and processes. - To constantly seek to improve the policies and standards & controls of development strategy management within the division to ensure that use is maximized and business benefit optimized. Person Specification - Education: Professionally qualified in appropriate business and development strategy disciplines - Extensive & wide-ranging job experience in development strategy extending for at least 3 years. - Demonstrable experience of strategic development strategy management within a commercial operation. - Ability to communicate at all levels (as required) - Experience in delivering pragmatic and commercially viable development strategy plans, whilst maintaining an acceptable level of compliance and assurance - Attitudes and behaviors consistent with Capita's espoused values
