British Council - Programme Manager - Shared Services (10-14 yrs)

Purpose of job -

- Support Director Programme in planning and management of the Shared Services Programme, which will involve managing several strands of work that include:

- Development of business cases for further use of shared services across different enabling functions (e.g. HR/Fin/etc.) and Strategic Business Units of the British Council

- Development of the transformation road map including standardisation of all level 0 and level 1 services using technology, platforms to improve customer experience

- Creating communication for effective adoption of shared services ways of working

- Working on Management reporting for performance of the programme

Accountabilities, responsibilities and main duties - 

- Provide support to implement, and maintain program initiatives that adhere to organisational objectives

- Maintain organisational standards of satisfaction, quality, and performance

- Coordinate with multiple project teams, ensuring program goals are reached. Collaborate with program managers to identify risks and opportunities across multiple projects within department

- Support development of identify requirements. This may involve working with cross-functional teams and external vendors

- Maintaining the timetable and targets for delivery of various strands of the programme, based on robust analysis and tracking of the change requirements, resourcing needs and dependencies

- Ensure the programme is structured, staffed, resourced and motivated effectively to enable achievement of agreed projects and programmes in an efficient and cost-effective manner.

- Ensure quality assurance, stage gate reviews, reporting and evaluation procedures for the programme meet the standards set out by the Portfolio Office. Review current management information and reporting protocols, recommending and/or implementing improvements, as necessary, to enable effective and robust planning and decision-making across the Programme

- Implement the benefits, performance criteria and expectations for the programme/suite of programmes in consultation with the Programme Director

- Evaluate a range of operational risks across the programme and make and/or negotiate appropriate changes to plans and/or resourcing, as necessary, to mitigate potential difficulties and optimise performance

- Ensure the project and programme strands within the programme are managed and delivered in accordance with all agreed financial standards and targets (e.g., budget, timeline, scope), taking remedial action where required

- Participate in negotiation and procurement of agreements with partners/sub-contractors/clients relating to delivery of the Programme Plan, to meet optimal cost efficiency measures

Experience Required:

- Post graduate level qualification or equivalent professional experience

- Professional programme management qualification(s), such as Managing Successful Programmes (MSP) Practitioner, or equivalent programme qualification (MPA / PMI, etc.).

- Demonstrable experience of having worked in Shared Services or lead multiple, significant SS transformation projects as an in-house or external consultant.

- Demonstrable experience of successfully managing and/or supporting large (-multi-million) programmes for a multi-national organisation with considerable global reach.

This should include procuring and managing third party supplier and partner arrangements (on a case-by-case basis).

- Demonstrates experience of BOTH the ability to plan, structure and manage the hard scope of a programme that delivers tangible outputs (e.g. documents, systems, assets) AND the soft scope of engaging people and managing effective change (e.g. communications, skills, resource change, benefits realisation) on a structured as well as ad-hoc basis
