Role Purpose

The Data Quality Lead (GRA) - Data Management Utility, Global Risk & Finance will report to the AVP, Data Quality, DMU to strengthen Data Management, Monitoring, improvements in Data Quality and support compliance to a variety of internal and external data requirements.

The Data Quality Lead (GRA) - Data Management Utility will be responsible for the management of practical processes for effective and efficient Data Management. This includes supporting the Lead/ Head of Risk Data Management to operate a Data Management pillar within the Risk & Finance Data Management Utility partnering with the Risk and Finance businesses to prioritise and meet their Data Management objectives with specific focus on effective DQ management and monitoring.

The role holder will:

- Lead coordination for all Data Governance and Data Quality activities at Global level for GRA related Data activities.

- Implement and oversee the ongoing effective operation of controls which ensure compliance with the Group FIM Data Policy as well as new and existing data management regulatory requirements e.g. BCBS239.

- Work closely with the wider DMU team to implement consistent processes, leverage other DMU capabilities and support execution of a globally consistent data architecture

- Attend and contribute to the monthly Risk & Finance Data Change Council, Level 2 Data Quality forum and Level 2 Data Governance forum

Establish and embed operating model globally across legal entities, including but not limited to:

- Data governance framework and processes over data consumed and produced (e.g. data ownership, critical data elements and common data definitions)

- Implement governance across Risk, Finance and Global Businesses to improve the transparency around flows and controls of data critical to GRA, particularly through systems not owned by GRA.

- Data quality monitoring, issue identification, root cause analysis and resolution of data quality issues

- Identification, remediation and adoption of Golden Sources for critical data elements

- Support compliance activities required by the 3 Lines of Defense

- Compliance with policy and regulatory requirements.

- Improvement in data quality metrics

- Remediation of data quality issues

- Development and maintenance of data flows and lineage

- Customers / Stakeholders

- Actively engage and negotiate with senior stakeholders across Global Risk/Finance, IT and Global Businesses

- Coordinate discussion of data issues with data providers and recipients

- Identify and escalate issues which will impact the effective implementation of data related initiatives to relevant parties

- Plan and coordinate communications on relevant data related issues, ensuring effective cascading of messages to relevant communities, client groups and key stakeholders

- Timely and appropriate updates to stakeholders on project and Data Quality remediation progress.

Major Challenges (The challenges inherent in the role that require a continual test of the role holder's abilities)

- Risk analytics is highly technical and fast-developing area owing to the regulatory pressure of Basel 3, accounting pressures of IFRS 9, and the level of competition in financial markets, which demands ever more accurate and reliable measures of risk.

- The role holder is expected to familiarise themselves with the complex systems and data flow landscape and to identify opportunities for improvement in management of data within this environment

- Complex data flows between systems in individual regions, and then from regions across to Group require in depth engagement with stakeholders acrossthecompany to ensure that data is interpreted correctly and is fit for regulatory purposes.

- The Risk Data program is by a small team of analysts and project managers - individuals within the team will therefore need to be versatile and perform a number of different roles across business analysis, systems strategy, program management, communications and governance.

- The jobholder needs to demonstrate an expertise of technical IT environments with regards data storage (e.g. SQL, DB2, SAS) as well as deep understanding of the data required to develop risk models. Due to the number of stakeholders involved the jobholder needs to pro-actively engage the relevant parties to ensure data is being sourced and collated in a timely manner to the project schedules.

Role Context (The environment and operating conditions of the role including the extent of guidance and authority)

- The role is located in Group Risk and has global reach through regional analytic teams. The jobholder is required to work in an environment of significant ambiguity with autonomy, dealing with major issues for which there is no clear solution whilst still being able to provide judgment and clear direction. The jobholder is expected to demonstrate a high level of technical expertise. The job holder will be expected to manage projects and have resources accountable to them on a project by project basis.

- Management of Risk (Operational Risk / FIM requirements)

- The jobholder will ensure the fair treatment of our customers is at the heart of everything we do, both personally and as an organisation.

- This will be achieved by consistently displaying the behaviours that form part of the company Values and culture and adhering to company risk policies and procedures, including notification and escalation of any concerns and taking required action in relation to points raised by audit and/or external regulators.

- The jobholder is responsible for managing and mitigating operational risks in their day to day operations. In executing these responsibilities, the Group has adopted risk management and internal control structure referred to as the - Three Lines of Defense- . The jobholder should ensure they understand their position within the Three Lines of Defense, and act accordingly in line with operational risk policy, escalating in a timely manner where they are unsure of actions required.

- Through the implementation the Global AML, Sanctions and ABC Policies, supporting Guidance, and Line of Business Procedures the jobholder will make informed decisions in accordance with the core principles of company's Financial Crime Risk Appetite.

- The jobholder has responsibility for overseeing and ensuring that Operational risks are managed in accordance with the Group Standards Manual, Risk FIM and relevant guidelines and standards. The jobholder should comply with the detailed expectations and responsibilities for their core role in operational risk management through ensuring all actions take account of operational risks, and through using the Operational Risk Management Framework appropriately to manage those risks.

This will be achieved by:

- Continuously reassessing risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology.

- Ensuring all actions take account of the likelihood of operational risk occurring, addressing areas of concern in conjunction with Risk and relevant line colleagues, and also by ensuring that actions resulting from points raised by internal or external audits, and external regulators, are correctly implemented in a timely fashion.

Observation of Internal Controls (Compliance Policy / FIM requirements)

- The jobholder will adhere to, and be able to demonstrate adherence to, internal controls and will implement the Group compliance policy by adhering to all relevant processes/procedures.

- The term - compliance- embraces all relevant financial services laws, rules and codes with which the business has to comply. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.

Role Dimensions (e.g. balance sheet size, lending/expenditure limits, size/volume of transactions, budget)

- The Data Quality Lead (GRA) will have accountabilities and responsibilities associated with ensuring data quality is sufficiently monitored and data quality issues are remediated. This involves managing a portfolio of data quality issues relating to a number of the bank's critical business processes.

- The role holder will also have key accountabilities and responsibilities associated with ensuring data is sufficiently defined, governed and sourced.

- The role will interact with staff at various levels (including senior executives) across the Group.

- Role holder will be required to deliver or coordinate delivery of a complex set of initiatives spanning policy, process design, metric definition, governance, program management and communications while interacting with risk managers, project managers, subject matter experts, IT and external consultants

Qualifications

Knowledge & Experience / Qualifications (For the role - not the role holder. Minimum requirements of the role.)

The role holder will have a track record of strong execution capability and be able to demonstrate the following:

Knowledge:

- Knowledge of best practices in data quality monitoring, data quality issue remediation, data flows, data lineage and data governance

- Knowledge of Risk or Finance functions and processes in a large diversified global bank

- Knowledge of regulatory reporting requirements of a large diversified global bank

Experience:

- Strong experiences in solving complex issues in a complex organisation

- Excellent general business awareness acquired through a range of roles in Risk and/or Finance-related roles.

- Proven experience in operating in high pressured environments with demanding deliverables in tight timescales.

- Experiences with dealing with multiple stakeholders, both internal and external to the bank, including regulators.

- Extensive experience of data management in Risk or Finance

Skills:

- Excellent subject matter knowledge on data-related issues and solutions

- Exceptional drive, commitment and focus in data management.

- Strong project management skills, highly focused on project delivery, attention to detail

- Strong analytical and problem solving skills, open minded, flexible, pragmatic

- Ability to make sense of large data sets for analysis using SAS/SQL
