SPARC Associate - 2017-2018   Job Description :   Description :   About the Program :   SPARC (Supporting Parliamentarians on Analysis and Research in Constituency) is a program initiated by Swaniti Initiative, Tata Trusts and Constitution Club of India. As part of the program, an Associate will be placed with a Member of Parliament for a period of one year to catalyze development in his/ her constituency and provide critical research support.   Eligibility Criterion :   Basic Criteria :   - A graduate from a recognized university/institute with a four-year degree course, or a post-graduate from a recognized University/ Institute (in case of a graduate holding degree of a course duration of three years or less).  - At least 50% marks in the aggregate at the graduate or Post-graduate level, whichever is qualifying  - 2-4 years of work experience strongly preferred  - Superior research and execution capabilities  - Strong communication skills (including ability to handle social media)  Desired Criteria :  - Consulting and/or on-ground experience  - Ability to speak multiple Indian languages  - Phenomenal speaking and writing skills (remember to be concise and to the point)  - Willingness to work with teams and new people  Duration : January - December 2018   Description :  The SPARC associate will be attached to one MP for a year. The specific roles, responsibilities and day-to-day deliverables of a SPARC Associate may vary with the Constituency allocated. However, the broad outline of the engagement is as follows:   (A) Catalyze Constituency Level Programs: The Associate will be assigned specific development projects for their respective MPs that they will be expected to complete during their tenure. The Associate will be expected to work in partnership with the MPs office and local stakeholders, to develop innovative solutions, to bridge existing development gaps. The use of data will be critical to monitoring, evaluation, primary research, and implementation.  (B) Bridge the Knowledge Gap: The Associate will be expected to provide critical research support to the Parliamentarian. This might include a brief on recently launched government schemes or a detailed research note on a specific development approach. The Associate will be expected to work with primary research sources and Swaniti team to develop such knowledge documents.   Key Responsibilities :  (1) Project Identification: The Associate is expected to finalize the project/s in consultation with the MP and the team based on the analysis of the primary and secondary data. The Projects thus identified needs to be planned and implemented during the tenure of the associate   (2) Ensuring smooth Implementation of Central and State Government Flagship Programme: Like SAGY, Utilization of MPLAD etc.  (3) Interface with the community: Reach out to the community in MPs constituency and bring out data and representations for better implementation of own project and flagship schemes   (4) Leveraging data and drawing inferences for decision-making   (5) Engaging in ground assessment and conducting research and analysis  (6) Documentation and Report Writing  Deliverables :  (1) The project completion report   (2) Analytical report on the Flagships Schemes in the constituency in the given period   (3) Detailed Constituency profile: Describing the potential areas for intervention  Application deadline: to be extended till 9th October
