POSITION VACANT: Supply Chain Specialist, India Health Action Trust (IHAT), Lucknow

ORGANIZATION BACKGROUND:

Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA) under the Foreign Contribution Regulation Act, 1976 in 2009, aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring.

India Health Action Trust (IHAT) has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Rajasthan, Andhra Pradesh, Tamil Nadu and Goa.

IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide integrated and embedded techno-managerial support to strengthen existing health system for achieving sustained health outcomes at scale. IHAT focuses on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarrhea interventions and services in the state from the funding support of Bill & Melinda Gate Foundation (BMGF), Central and State government.

JOB DESCRIPTION/ RESPONSIBILITIES:

Supply Chain Specialist (SCS) shall be reporting and providing support to the Deputy Director, Supply Chain under Department of Medical Health and Family Welfare, Uttar Pradesh, in implementation of Drug and Vaccine Distribution Management Systems (DVDMS), setting up of Uttar Pradesh Drugs and Pharmaceuticals Ltd. (UPDPL), and improving supply chain and logistics processes for drugs, equipment, and commodities.

Key Roles and Responsibilities:

1) Implementation and operationalization of DVDMS

a) Providing hand-holding support at State, Divisional, District, and below levels;

b) Planning for training and infrastructure requirement for rolling out DVDMS at State, Districts, and CHC/PHC levels;

c) Ensuring regular and timely availability of data, reports to the concerned departments for supply chain related decision making;

(d) Leading the setting and management of the Project Management Unit (PMU) to be set up for operationalization of DVDMS;

e) Planning and ensuring necessary budgetary approvals, from GoI, for operationalization of DVDMS, as required;

2) Assisting the Deputy Director in developing strategies for helping the department improving the efficiency of its supply chain and logistics;

3) Providing support to the Deputy Director, Supply Chain in devising improved systems for filling supply chain gaps, especially for Community Health Center, Primary Health Centre and SC level;

4) Conducting desktop based and primary research into best practices for improving last-mile delivery for drugs and commodities;

5) Supporting the department in seeking appropriate approvals, from GoI, for implementing innovative strategies for addressing supply chain gaps, as required;

6) Any other responsibilities given by Deputy Director, Supply Chain.

QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

1) Applicant must be a Graduate from a top-tier Institute/ University;

2) Applicant with an MBA, Master's in Public Health or Social Work, or equivalent qualification from a recognized Institute/ University will be preferred.

Experience:

1) Applicant must have at least four years of experience in handling supply chain for medium-large organizations/ departments or working on govt./non-govt. systems;

2) Experience of working with any government (Centre or State) departments in addition to at least two years of experience in strategy and program implementation shall be desirable;

3) Experience of helping government/ organizations to implement or roll out at least one large-scale supply chain project or at least one IT project pertaining to supply chain.

Skills and Competencies:

1) Demonstrated experience in managing medium-large scale projects with data and knowledge on appropriate tools;

2) Excellent written and interpersonal communication skills;

3) Demonstrated cross-cultural, teamwork skills and ability to foresee issues and initiate appropriate action;

4) Must be flexible and able to work in a challenging environment;

5) Excellent computer skills.

COMPENSATION OFFERED:

Gross annual remuneration budgeted for the position ranges from Rs.10 to 14 lacs per annum. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
