Basic Function:  The Technical Development Manager (TDM) works with the Development Project Manager and is responsible for the technical development of solar projects from customer engagement through to the hand off to the Operations Project Manager and operations team.   Duties & Responsibilities:  - Site audits, identification of civil, mechanical and electrical design opportunities and constraints.  - Evaluation and recommendation of major civil, mechanical and electrical design & components.  - Interaction with local developers on job sites to answer questions, review requests, revise designs as needed to accommodate unanticipated field conditions.  - Support the BD team by reviewing BD documents and estimate project costs based on preliminary project information and draft engineering design packages.  - Prepare quantity take-offs and costing, including labor, materials, equipment, and subcontract costs, for all trades including but not limited to surveying, earthwork, fencing, reinforcing, concrete, steel, roofing, photovoltaic, and electrical work.  - Validate estimates through risk reviews, management reviews, and past performance.  - Ensure that project costs are properly categorized and that a feedback loop mechanism is in place to compare and adjust estimating costs vs. actual project costs (i.e. production rates, cost of materials, etc).  - Responsible of evaluating the pipeline of development opportunities via brown field or greenfield development.  - Conversion of pipeline into high value operating assets.  - Manage with permitting, resource assessment, construction and design, and financial analysis throughout the development process.  - Providing in-office support for business development and project management field staff.  - Performs risk-analysis /forecasting for assigned projects in order to minimize any negative impact on Company  - Serves as key participant in team and client meetings during the pre-construction process. Assist in the development of complex financial/business analysis including the preparation of approval presentations.  - Supports the initial project costing to construction hand off by creating and managing prelim project budgets.  - Represent operations in all facets of project development, project design, procurement, construction, and operational turn-over up to handoff.  - Ensure project planning accounts for compliance with OSHA safety regulations, NEC code compliance and SunEdison.  - Interacts with the Engineering team to assure that design and design deliverables are meeting requirements for technical scope, quality and timeliness.  - Make recommendations for construction methods to account job specific constraints.  - Review AHJ and utility requirements in coordination with the design team.  - Develop and manage pre-construction staffing plans/schedule and development of construction milestone schedules.  - Reviews and presents high-level deliverables and reporting across projects.  Qualification:  - Detailed knowledge of photovoltaic systems   - Strong self-starter with ability to work both independently and as part of a team.  - Ability to meet and interact with the customer in a pre-contract environment.  - Strong track record of successful Project Delivery of complex construction projects.  - Requires in-depth knowledge of Project financial terms and principles and work breakdown structure (WBS).  - Strategic mindset and the ability to communicate effectively both internally within the company and externally with clients and partners  - Bachelor's degree (BA/BS) from four-year college or university and/or equivalent working experience. Minimum of 5 year's experience.  - Ability to travel up to 25% of the time.  - Strong verbal and written communication skills.  - Must have advanced skills in Microsoft and other project management tools.
